L’envoy\u00e9 sp\u00e9cial de l’Alg\u00e9rie \u00e0 l’ONU charg\u00e9 de la question du Sahara Occidental et des pays du Maghreb, Amar Belani a indiqu\u00e9, hier, que le conseil de s\u00e9curit\u00e9 doit traiter \u00abla question sahraouie avec lucidit\u00e9 et responsabilit\u00e9 au vu des risques d’escalades s\u00e9rieux dans le conflit opposant le r\u00e9gime marocain et le Front Polisario et qui menace la paix et la stabilit\u00e9 dans la sous-r\u00e9gion \u00bb.<\/strong><\/p>\n\n\n\n

L<\/strong>e diplomate a expliqu\u00e9 que \u00absuite \u00e0 la rupture brutale du cessez-le-feu par les forces d\u2019occupations marocaines et l\u2019annexion ill\u00e9gale de la zone tampon \u00e0 Guerguerat en violation flagrante des accords militaires, nous sommes face \u00e0 une situation de guerre et il faut reconna\u00eetre que les risques d\u2019escalade sont s\u00e9rieux\u00bb, <\/strong>affirmant au passage que \u00abc\u2019est pourquoi, plus que jamais, le conseil de S\u00e9curit\u00e9 doit traiter la question du Sahara Occidental avec lucidit\u00e9 et responsabilit\u00e9 car il y va de la paix et de la stabilit\u00e9 dans la sous-r\u00e9gion\u00bb.  <\/strong>Plus explicite, Amar Belani pr\u00e9cisera d’ailleurs qu’il serait tout \u00e0 fait l\u00e9gitime de s\u2019interroger sur la pertinence, voire l\u2019utilit\u00e9, de la relance d\u2019un processus politique d\u00e9sincarn\u00e9 qui ne serait pas en phase avec \u00ables nouvelles r\u00e9alit\u00e9s sur le terrain et qui l\u00e9gitimerait le fait accompli colonial, y compris dans une zone tampon cens\u00e9e \u00eatre d\u00e9militaris\u00e9e conform\u00e9ment aux accords contraignants sign\u00e9s par les deux parties et endoss\u00e9s par le conseil de s\u00e9curit\u00e9\u00bb.<\/strong> L\u2019ex\u00e9cution du mandat de la MINURSO (Mission des Nations unies pour le r\u00e9f\u00e9rendum au Sahara occidental) dans ce nouveau contexte, consid\u00e8re-t-il, est entach\u00e9 de doute puisque il n\u2019y a plus de cessez-le-feu \u00e0 observer depuis le 13 novembre 2020, compte tenu du refus obstin\u00e9 du Maroc de revenir au statu quo ante malgr\u00e9 les exhortations du Secr\u00e9taire g\u00e9n\u00e9ral des Nations Unies, et que la tenue du r\u00e9f\u00e9rendum d\u2019autod\u00e9termination, qui est la raison d\u2019\u00eatre de la Mission, est en attente depuis une trentaine d\u2019ann\u00e9es\u00a0\u00bb. Aussi, d\u00e9plorant que \u00ab\u00a0la nouvelle r\u00e9solution dont la premi\u00e8re mouture, soit dit au passage, est profond\u00e9ment d\u00e9s\u00e9quilibr\u00e9e, ne fera que consacrer une impasse programm\u00e9e du processus politique et l\u2019\u00e9chec anticip\u00e9 des efforts du nouvel envoy\u00e9 personnel avant m\u00eame que ce dernier n\u2019ait pris son service \u00e0 compter du 1er novembre\u00a0\u00bb, le repr\u00e9sentant alg\u00e9rien \u00e0 l’ONU a tenu \u00e0 rappeler que l’Alg\u00e9rie qui a rejet\u00e9 cat\u00e9goriquement et publiquement ce qu’elle a qualifi\u00e9 de format dit des tables rondes ne s\u2019est jamais engag\u00e9e \u00e0 en faire partie \u00e0 l\u2019avenir car nous estimons qu’il est loin de constituer la solution id\u00e9ale et que, bien au contraire, il est devenu contre productif depuis que le Maroc a d\u00e9cid\u00e9, de mani\u00e8re irresponsable et malhonn\u00eate, de l\u2019instrumentaliser pour tenter mis\u00e9rablement d\u2019escamoter le caract\u00e8re de d\u00e9colonisation de la question du Sahara Occidental au profit d\u2019un pr\u00e9tendu conflit r\u00e9gional et artificiel dont l\u2019Alg\u00e9rie serait une partie prenante\u00a0\u00bb. M. Belani confirmera donc le rejet formel et irr\u00e9versible de cette d\u00e9marche et a instruit le repr\u00e9sentant permanent de l\u2019Alg\u00e9rie \u00e0 l\u2019ONU en vue de notifier cette position du gouvernement alg\u00e9rien au pr\u00e9sident du conseil de S\u00e9curit\u00e9, en lui demandant de faire circuler la note verbale en question \u00e0 tous les membres du Conseil\u00a0\u00bb tout en rappelant qu’au vu de toutes ces raisons objectives li\u00e9es \u00e0 une situation consid\u00e9rablement d\u00e9t\u00e9rior\u00e9e, il est attendu du Conseil de s\u00e9curit\u00e9 une approche \u00e9quilibr\u00e9e, transparente, et impartiale qui prenne en charge les nouvelles r\u00e9alit\u00e9s sur le terrain et les attentes l\u00e9gitimes du peuple sahraoui conform\u00e9ment aux param\u00e8tres du plan de r\u00e8glement\u00a0\u00bb.<\/p>\n\n\n\n
