Elle n\u2019a pas \u00e9t\u00e9 pass\u00e9e \u00e0 la trappe comme le souhaitaient les groupes de pression. C\u2019est un pas positif. Mais c\u2019est surtout un signal fort. Car il n\u2019est plus question d\u2019instrumentaliser les questions sociales et la d\u00e9tresse des m\u00e9nages vuln\u00e9rables pour servir la cause de l\u2019enrichissement personnel. Car, le d\u00e9bat que l\u2019on a tout fait pour occulter est bien celui-ci.<\/p>\n\n\n\n<p>Les questions sociales sont aujourd\u2019hui au c\u0153ur du d\u00e9bat. Et ce n\u2019est pas une sp\u00e9cificit\u00e9 alg\u00e9rienne. Dans de nombreux pays, et notamment au sein du monde libre et d\u00e9velopp\u00e9, les pr\u00e9occupations sociales sont au c\u0153ur de la revendication. Une revendication qui m\u00e8ne d\u2019ailleurs au d\u00e9bat sur la refonte du capitalisme et la recherche d\u2019un nouveau contrat social qui prenne en compte la lutte contre les in\u00e9galit\u00e9s. Une revendication qui est d\u2019ailleurs \u00e9touff\u00e9e par les m\u00e9dias mainstream et les syst\u00e8mes politiques occidentaux. Or, l\u2019Alg\u00e9rie ne se trouve pas du tout dans cette configuration. La lutte contre les in\u00e9galit\u00e9s et la prise en charge des pr\u00e9occupations sociales a toujours \u00e9t\u00e9 au c\u0153ur des politiques publiques, avec des transferts sociaux et des subventions directes et indirectes qui s\u2019accaparent&nbsp; pr\u00e8s du tiers du PIB. C\u2019est dire l\u2019importance de la question sociale qui fait partie de l\u2019ADN de l\u2019\u00c9tat en Alg\u00e9rie. Cependant, ces politiques qui poursuivent l\u2019objectif noble de lutter contre les injustices et les in\u00e9galit\u00e9s, de prot\u00e9ger le pouvoir d\u2019achat des m\u00e9nages, et d\u2019assurer un acc\u00e8s gratuit aux services publics de base, au logement et \u00e0 l\u2019\u00e9ducation, a eu certains effets pervers par quelques-unes de ses facettes. Il s\u2019agit notamment du soutien g\u00e9n\u00e9ralis\u00e9 aux prix des produits de base, lequel profite et il faut le dire, bien plus aux riches qu\u2019aux pauvres, mais alimente les niches d\u2019enrichissement illicite via des r\u00e9seaux de contrebande, de d\u00e9tournement des produits de subventions et de surfacturation sur ces produits qui b\u00e9n\u00e9ficient d\u2019exon\u00e9rations fiscales et douani\u00e8res. Et c\u2019est cela qui motive la lev\u00e9e de bouclier et l\u2019opposition \u00e0 toute vell\u00e9it\u00e9 de r\u00e9forme.<\/p>\n\n\n\n<p>Car la r\u00e9vision des subventions n\u2019est en rien un renoncement aux politiques sociales de l\u2019\u00c9tat. Bien au contraire, il s\u2019agit de mieux lutter contre les in\u00e9galit\u00e9s et mieux prot\u00e9ger le pouvoir d\u2019achat des m\u00e9nages du quintile le plus vuln\u00e9rable et de la classe moyenne, lesquels b\u00e9n\u00e9ficieront d\u2019une aide directe de l\u2019\u00c9tat.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La r\u00e9forme des subventions est valid\u00e9e.
