Le Premier ministre, ministre des Finances, A\u00efmene Benabderrahmane a affirm\u00e9 hier \u00e0 Alger que la fraude et l’\u00e9vasion fiscale ont atteint des niveaux \u00ab\u00a0intol\u00e9rables\u00a0\u00bb et a ainsi assur\u00e9 de la d\u00e9termination de l’Etat \u00e0 am\u00e9liorer le recouvrement fiscal. Le Premier ministre qui r\u00e9pondait qui aux questions des membres du Conseil de la Nation au sujet du projet de loi de finances 2022 a en effet estim\u00e9 que \u00ab la fraude et l’\u00e9vasion fiscales ont atteint des niveaux intol\u00e9rables, notamment face aux besoins de financement pour la prise en charge des exigences du budget de l’Etat \u00bb.<\/p>\n\n\n\n

Aussi, M. Benabderrahmane  qui assure que el’Etat est d\u00e9termin\u00e9 \u00e0 r\u00e9habiliter et \u00e0 moderniser l’administration fiscale mais aussi \u00e0 mobiliser ses ressources mat\u00e9rielles et humaine \u00bb, a not\u00e9 que la modernisation de l’administration fiscale \u00e9tait au centre du processus de r\u00e9forme et de d\u00e9veloppement de l’\u00e9conomie nationale. Une modernisation qui passe, ajoute-t-il, n\u00e9cessairement par le r\u00e9tablissement de la confiance entre le citoyen et l’administration. Le paiement de l’imp\u00f4t \u00ab constitue l’un des \u00e9l\u00e9ments essentiels de la citoyennet\u00e9 \u00bb, a rappel\u00e9 le Premier ministre qui a ainsi indiqu\u00e9 que le volet relatif \u00e0 la r\u00e9forme fiscale globale dans le Plan d’action du gouvernement, \u00ab s’inscrit dans le cadre de la d\u00e9marche globale visant \u00e0 appuyer la nouvelle vision \u00e9conomique de l’Etat alg\u00e9rien et \u00e0 faire face aux exigences des \u00e9quilibres financiers, tout en pr\u00e9servant le caract\u00e8re social des politiques publiques \u00bb. Et d\u2019ajouter \u00e0 cet effet que \u00ab le Gouvernement a d\u00e9cid\u00e9 de mettre en place un programme d’action afin d’am\u00e9liorer le recouvrement fiscal, \u00e0 travers une refonte r\u00e9gime fiscal national en vue de corriger les dysfonctionnements et les pertes importantes qui touchent l’\u00e9conomie nationale \u00bb. <\/p>\n\n\n\n

L\u2019alternative de la finance islamique<\/strong><\/p>\n\n\n\n

Le Premier ministre qui a \u00e9galement relev\u00e9 que la finance islamique a \u00e9t\u00e9 l\u2019une des demandes des alg\u00e9riens depuis l\u2019ind\u00e9pendance a  annonc\u00e9 la cr\u00e9ation d\u2019assurances avant la fin de l\u2019ann\u00e9e. Un proc\u00e9d\u00e9 qui permettra, explique-t-il, de r\u00e9orienter la masse mon\u00e9taire circulant dans le secteur parall\u00e8le vers les cr\u00e9neaux d\u2019investissements l\u00e9gaux.<\/p>\n\n\n\n

A propos d\u2019\u00e9quilibres budg\u00e9taires justement, A\u00efmene Abderrahmane a attribu\u00e9 \u00ab le d\u00e9ficit budg\u00e9taire \u00e9norme que nous enregistrons actuellement \u00bb, en partie au lancement de projets d’\u00e9quipements publics \u00ab sans \u00e9tude ni maturation \u00bb, soulignant que \u00ab\u00a0les niveaux de r\u00e9\u00e9valuation des projets publics pour la p\u00e9riode 2005-2019 s’\u00e9levait \u00e0 plus de 8.700 milliards de DA\u00a0\u00bb. Il a ajout\u00e9 que tous ces projets avaient \u00e9t\u00e9 inscrits\u00a0\u00bbsans \u00e9tude approfondie\u00a0\u00bb, d’o\u00f9 la r\u00e9\u00e9valuation r\u00e9p\u00e9t\u00e9e, faisant ainsi \u00ab\u00a0de fortes pressions sur le budget de l’Etat\u00a0\u00bb.<\/p>\n\n\n\n

Il a \u00e9galement \u00e9voqu\u00e9 le d\u00e9gel progressif des projets d’infrastructure r\u00e9alis\u00e9s \u00e0 plus de 50% se poursuivait, en tenant compte des capacit\u00e9s financi\u00e8res de l’Etat et de la faisabilit\u00e9 des projets. Il a expliqu\u00e9 dans ce sens que \u00ab\u00a0le gel repr\u00e9sente l’une des mesures prises par les pouvoirs publics afin de ma\u00eetriser les d\u00e9penses d’\u00e9quipement et faire face aux restrictions financi\u00e8res qui se sont impos\u00e9es \u00e0 partir de 2014. Ce gel concerne principalement les projets dont les travaux n’ont pas encore \u00e9t\u00e9 entam\u00e9s et ceux qui ne sont pas prioritaires\u00a0\u00bb. Il a soulign\u00e9 \u00e0 cet \u00e9gard qu'\u00a0\u00bben fonction du d\u00e9veloppement des capacit\u00e9s financi\u00e8res de l’Etat, nous proc\u00e9derons graduellement au d\u00e9gel des projets prioritaires, sectoriels ou r\u00e9gionaux\u00a0\u00bb, ajoutant que \u00ab\u00a0l’op\u00e9ration se poursuivra pour les projets d’infrastructures r\u00e9alis\u00e9s \u00e0 plis de 50%, en tenant compte de la situation du Tr\u00e9sor public et de la faisabilit\u00e9 du projet en question et ce, sur d\u00e9cision des pouvoirs publics\u00a0\u00bb. <\/p>\n\n\n\n

Lors de son intervention, le Premier ministre a par ailleurs annonc\u00e9 la cr\u00e9ation d\u2019un programme de d\u00e9veloppement des zones frontali\u00e8res ainsi que l\u2019int\u00e9gration du Fond destin\u00e9 au d\u00e9veloppement du Sud vers les comptes sp\u00e9ciaux de l\u2019investissement public. M. Benabderrahmane a pr\u00e9cis\u00e9 que les financements des projets en cours dans le cadre de ce fonds destin\u00e9 au d\u00e9veloppement du Sud sont maintenus afin de permettre d\u2019aller au bout de leur r\u00e9alisation d\u2019ici la fin de l\u2019ann\u00e9e en cours.<\/p>\n\n\n\n

\u00ab\u00a0Nous devons faire ce recensement afin de d\u00e9finir les capacit\u00e9s de r\u00e9alisation par l’Etat pour que les d\u00e9penses d’investissement public soient r\u00e9orient\u00e9es dans le bon sens en vue de d\u00e9velopper les r\u00e9gions ayant vraiment besoins de projets de d\u00e9veloppement\u00a0\u00bb, pr\u00e9cise-t-il.<\/p>\n\n\n\n

Les \u00ab\u00a0derni\u00e8res retouches\u00a0\u00bb sont en cours pour r\u00e9cup\u00e9rer le foncier industriel, agricole et touristique inexploit\u00e9 en vue de sa redistribution aux \u00ab\u00a0v\u00e9ritables\u00a0\u00bb investisseurs, a fait savoir le premier ministre qui affirmait \u00e0 propos de la gestion du foncier \u00e0 commencer par les zones industrielles existantes,  a soulign\u00e9 l\u2019existence de \u00a0\u00bb centaines voire des milliers d’hectares disponibles actuellement non distribu\u00e9s ou distribu\u00e9s et non exploit\u00e9s ou exploit\u00e9s par des proc\u00e9d\u00e9s non soumis \u00e0 une approche juridique efficace\u00a0\u00bb. Benabderrahmane a d\u00e9plor\u00e9 le retard accus\u00e9 par le programme de r\u00e9habilitation de 52 zones industrielles depuis 2018 d\u00fb notamment, expliquait-il, \u00e0 \u00ab\u00a0l’absence de bureaux d’\u00e9tudes et de suivi, le manque de coordination entre les diff\u00e9rentes parties prenantes, un manque de proc\u00e9dures ex\u00e9cutives, traduit en exp\u00e9riences inappropri\u00e9es aux chantiers de r\u00e9alisation et en activit\u00e9s inadapt\u00e9es, outre l’\u00e9loignement des r\u00e9seaux d’eau et d’\u00e9nergie\u00a0\u00bb.<\/p>\n\n\n\n

Enfin, A\u00efmene Benabderrahmane a r\u00e9affirm\u00e9 que le PLF 2022 consacrait la pr\u00e9servation du caract\u00e8re sociale de l’Etat, notamment \u00e0 travers la rationalisation de l’appui en ciblant exclusivement les cat\u00e9gories d\u00e9munies, pr\u00e9cisant que le texte port\u00e9 sur \u00ab le maintien de l’appui aux cat\u00e9gories d\u00e9munies et la rationalisation de cet appui d’une mani\u00e8re permettant de garantir la pr\u00e9servation du caract\u00e8re social de l’Etat \u00e9nonc\u00e9 dans la Proclamation du 1e novembre que nous devons tous mettre en \u0153uvre et respecter \u00bb.<\/p>\n\n\n\n
