Et m\u00eame lorsque les classes rouvrent, de nombreux jeunes continuent d\u2019accumuler du retard.<\/p>\n\n\n\n<p>Il est d\u00e9sormais largement et tristement d\u00e9montr\u00e9 que les enfants ont moins appris durant la pand\u00e9mie. D\u2019apr\u00e8s les estimations de la Banque mondiale, les fermetures scolaires li\u00e9es au virus risquent d\u2019aggraver la \u00ab pauvret\u00e9 des apprentissages \u00bb \u2013 la part des enfants de 10 ans qui ne savent pas lire un texte simple \u2013 jusqu\u2019\u00e0 un niveau de 70 % dans les pays \u00e0 revenu faible ou interm\u00e9diaire. Cette perte \u00e9ducative pourrait co\u00fbter \u00e0 une g\u00e9n\u00e9ration enti\u00e8re d\u2019\u00e9coliers 17.000 milliards&nbsp;de dollars&nbsp;de revenus au cours de la vie.<\/p>\n\n\n\n<p>En pleine propagation du variant Omicron, de plus en plus de gouvernements pourraient \u00eatre tent\u00e9s de fermer les \u00e9coles. Or, si les infrastructures en ligne ne sont pas mises en place pour appuyer l\u2019apprentissage, une telle d\u00e9marche viendra alourdir les pertes \u00e9ducatives, tout en privant les enfants des nombreux autres bienfaits d\u2019une scolarit\u00e9 quotidienne, parmi lesquels la possibilit\u00e9 d\u2019interagir avec leurs camarades, et de d\u00e9velopper les comp\u00e9tences sociales n\u00e9cessaires \u00e0 un \u00e9panouissement personnel. L\u2019\u00e9change avec les professeurs et les autres \u00e9coliers est essentiel pour acqu\u00e9rir les capacit\u00e9s indispensables \u00e0 une collaboration dans le travail. Faire partie d\u2019une classe, c\u2019est \u00e9prouver un sentiment d\u2019appartenance, qui contribue \u00e0 forger l\u2019estime de soi et l\u2019empathie.<\/p>\n\n\n\n<p>Face \u00e0 la pand\u00e9mie, ce sont les enfants marginalis\u00e9s qui souffrent le plus. Lorsque les classes ont rouvert cet automne \u00e0 travers le monde, il est devenu \u00e9vident que ces enfants avaient encore plus d\u00e9croch\u00e9 que leurs camarades. Avant la pand\u00e9mie, la parit\u00e9 des sexes \u00e0 l\u2019\u00e9cole suivait une trajectoire d\u2019am\u00e9lioration. Or, d\u2019apr\u00e8s les estimations, les fermetures de classes sont venues exposer dix millions de jeunes filles suppl\u00e9mentaires au risque d\u2019un mariage pr\u00e9coce, quasiment toujours synonyme de fin de la scolarit\u00e9.<\/p>\n\n\n\n<p>Si cette r\u00e9gression n\u2019est pas invers\u00e9e, la pauvret\u00e9 des apprentissages et les pertes de capital humain associ\u00e9es p\u00e8seront tr\u00e8s lourd sur les \u00e9conomies et les soci\u00e9t\u00e9s pendant plusieurs d\u00e9cennies. Il faut donner aux enfants une chance de retrouver la scolarit\u00e9 qu\u2019ils ont perdue. Ils doivent pouvoir acc\u00e9der \u00e0 des manuels de qualit\u00e9, \u00e0 des opportunit\u00e9s d\u2019apprentissage num\u00e9rique, ainsi qu\u2019\u00e0 des syst\u00e8mes d\u2019\u00e9ducation recon\u00e7us pour les aider \u00e0 se pr\u00e9parer aux d\u00e9fis de demain. Qualification suffisante des enseignants et utilisation efficace des technologies sont indispensables \u00e0 cette d\u00e9marche.<\/p>\n\n\n\n<p>De nombreux pays ont mis en \u0153uvre d\u2019importants programmes de relance face \u00e0 la crise sanitaire. Or, en juin 2021, moins de 3 % de ces fonds concernaient l\u2019\u00e9ducation et le secteur de la formation. Ces ressources ont par ailleurs pour l\u2019essentiel \u00e9t\u00e9 d\u00e9pens\u00e9es au sein des \u00e9conomies d\u00e9velopp\u00e9es.<\/p>\n\n\n\n<p>Pour de nombreux pays \u00e0 revenu faible, l\u2019augmentation du co\u00fbt de service de la dette signifie le renoncement \u00e0 des d\u00e9penses sociales essentielles, dont l\u2019\u00e9ducation. Le faible niveau d\u2019investissement qui en r\u00e9sulte en mati\u00e8re d\u2019\u00e9ducation et de formation menace d\u2019accentuer les in\u00e9galit\u00e9s d\u2019apprentissage qui existaient d\u00e9j\u00e0 avant la pand\u00e9mie. Et si une utilisation plus efficace des ressources est n\u00e9cessaire pour combler les in\u00e9galit\u00e9s d\u2019\u00e9ducation, le constat principal reste l\u2019insuffisance des ressources. Pour les pays les plus pauvres de la plan\u00e8te, en particulier, une acc\u00e9l\u00e9ration de l\u2019all\u00e8gement de la dette en vertu du Cadre commun du G20 apporterait la marge budg\u00e9taire n\u00e9cessaire \u00e0 davantage d\u2019appui au capital humain.<\/p>\n\n\n\n<p>L\u2019investissement dans l\u2019\u00e9ducation doit pr\u00e9voir le financement des technologies d\u2019enseignement, en tenant compte de ce qui fonctionne efficacement dans diff\u00e9rents contextes \u00e0 travers le monde. L\u2019Uruguay constitue ici un exemple de r\u00e9ussite. Ces dix derni\u00e8res ann\u00e9es, les autorit\u00e9s uruguayennes ont investi dans les infrastructures, les contenus num\u00e9riques et les effectifs d\u2019enseignants, ce qui a permis au pays d\u2019\u00eatre davantage pr\u00eat \u00e0 passer aux cours en ligne une fois les classes ferm\u00e9es. De m\u00eame, avant la pand\u00e9mie, l\u2019\u00c9tat indien du Gujarat, misant sur l\u2019analyse big data et l\u2019apprentissage machine, avait mis en place des centres d\u2019assistance num\u00e9rique de pointe pour les \u00e9tablissements scolaires. Lorsque les \u00e9coles ont ferm\u00e9, le Gujarat a pu r\u00e9agir rapidement en distribuant des contenus num\u00e9riques, ainsi qu\u2019en personnalisant l\u2019\u00e9ducation \u00e0 distance en fonction du niveau d\u2019apprentissage de chaque enfant. Enfin, au Kenya, tous les enfants, y compris en situation de handicap, peuvent acc\u00e9der \u00e0 des manuels num\u00e9riques inclusifs et sp\u00e9cifiquement \u00e9labor\u00e9s.<\/p>\n\n\n\n<p>Le Fonds des Nations Unies pour l\u2019enfance (UNICEF) et le Groupe de la Banque mondiale travaillent ensemble pour faire en sorte que tous les syst\u00e8mes d\u2019\u00e9ducation utilisent efficacement les technologies afin de combler les in\u00e9galit\u00e9s, et de contribuer \u00e0 inverser les pertes d\u2019apprentissage. L\u2019int\u00e9gration de l\u2019utilisation des technologies \u00e0 une strat\u00e9gie globale destin\u00e9e \u00e0 mettre un terme \u00e0 la pauvret\u00e9 des apprentissages peut contribuer \u00e0 am\u00e9liorer les connaissances fondamentales, \u00e0 augmenter le temps \u00e9ducatif, ainsi qu\u2019\u00e0 exploiter les ressources le plus efficacement possible. C\u2019est particuli\u00e8rement crucial dans les pays \u00e0 revenu faible, o\u00f9 les technologies peuvent conf\u00e9rer rapidement aux professeurs le soutien dont ils ont besoin.<\/p>\n\n\n\n<p>L\u2019acc\u00e8s au num\u00e9rique peut faire office de grand \u00e9galisateur. Les ressources doivent \u00eatre investies judicieusement, en tenant compte de l\u2019infrastructure \u00e9lectrique et de la connectivit\u00e9 Internet des diff\u00e9rents pays, ainsi qu\u2019en pr\u00e9voyant des appareils num\u00e9riques utilisables par les \u00e9coliers les plus d\u00e9favoris\u00e9s, de m\u00eame qu\u2019une capacit\u00e9 de mise en \u0153uvre et de gestion des donn\u00e9es. Sans un processus r\u00e9fl\u00e9chi d\u2019\u00e9largissement de l\u2019utilisation des technologies, les meilleures intentions et les mesures politiques m\u00eame les mieux con\u00e7ues \u00e9choueront \u00e0 op\u00e9rer la reprise et l\u2019acc\u00e9l\u00e9ration de l\u2019apprentissage dont les pays en voie de d\u00e9veloppement ont besoin.<\/p>\n\n\n\n<p>L\u2019acc\u00e8s \u00e0 une \u00e9ducation de qualit\u00e9 \u00e9tait in\u00e9gal avant la pand\u00e9mie. Il l\u2019est encore plus aujourd\u2019hui.
