Telle est la d\u00e9claration du ministre de la Jeunesse et des Sports, Abderrezak Sebgag, lundi lors de son intervention devant la Commission des Finances et du Budget de l\u2019APN.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019intervenant fait un constat que tout les observateurs peuvent aussi faire, d\u2019une situation qui va de mal en pis depuis 2010, ann\u00e9e de l\u2019av\u00e8nement du professionnalisme sur injonction de la toute puissante FIFA.&nbsp;&nbsp;La situation financi\u00e8re des clubs, g\u00e9r\u00e9s par des soci\u00e9t\u00e9s sportives par actions (SSPA)&nbsp;affiche un&nbsp;d\u00e9ficit depuis le premier mois de leur cr\u00e9ation, en 2010. Sebgag en fait, d\u00e9j\u00e0, le constat en indiquant&nbsp;que&nbsp;lesdits clubs n&rsquo;ont vers\u00e9 aucune somme au Tr\u00e9sor public en ce qui concerne la fiscalit\u00e9 et l&rsquo;assurance sociale. Pire encore, ces SSPA n\u2019ont, pour leur majorit\u00e9, jamais pr\u00e9sent\u00e9 un bilan financier, d\u2019o\u00f9 la question qui s\u2019impose, \u00e0 savoir comment leurs clubs ont pu avoir, chaque ann\u00e9e, la licence du club professionnel (LCP) de la part de la FAF pour prendre part aux diff\u00e9rentes comp\u00e9titions. Sachant que le bilan financier est exig\u00e9 dans les documents \u00e0 fournir pour obtenir la LCP. Par cons\u00e9quent, les cr\u00e9ances ont d\u00e9pass\u00e9 les 1.500 milliards de dinars, \u00ab d&rsquo;o\u00f9 l&rsquo;imp\u00e9ratif de revoir la loi 13-05 relative \u00e0 l&rsquo;\u00e9ducation physique \u00bb. \u00ab Les aides financi\u00e8res d\u00e9di\u00e9es aux clubs professionnels s&rsquo;\u00e9l\u00e8vent \u00e0 plus de 4 milliards de dinars, tandis que les d\u00e9penses ont \u00e9t\u00e9 de l&rsquo;ordre de 299 millions DA, ce qui constitue un exc\u00e9dent en compte. Le reste a \u00e9t\u00e9 vers\u00e9 au Tr\u00e9sor \u00e0 la fin de l&rsquo;ann\u00e9e derni\u00e8re \u00bb, a indiqu\u00e9 encore le MJS. Seulement, il faut dire qu\u2019avant de revoir la loi 13-05, il fallait l\u2019appliquer d\u2019abord et faire un bilan. Concernant le professionnalisme et les soci\u00e9t\u00e9s sportives par actions, tous les d\u00e9crets et lois sont bafou\u00e9s au vu et au su de tout le monde, sans que personne bouge. Du d\u00e9crets 14-330, 15-73 jusqu\u2019\u00e0 au d\u00e9cret 21-60, ou encore le code du commerce et les statuts-types de la F\u00e9d\u00e9ration alg\u00e9rienne de football (FAF), riens n\u2019est appliqu\u00e9. Tout cela n\u2019a \u00e0 aucune moment suscit\u00e9 la moindre r\u00e9action de la tutelle qui, conform\u00e9ment audit article, doit automatiquement intervenir \u00e0 chaque fois que la loi n\u2019est pas respect\u00e9e.
