Nous c\u00e9l\u00e9brons plus qu\u2019un \u00e9v\u00e9nement fix\u00e9 sur l\u2019\u00e9chelle du temps. Nous c\u00e9l\u00e9brons un symbole, une doctrine, une vision qui ont marqu\u00e9 notre Histoire nationale. Voil\u00e0 plus d\u2019un demi-si\u00e8cle, l\u2019Alg\u00e9rie recouvrait sa pleine souverainet\u00e9 sur ses ressources naturelles. L\u2019ind\u00e9pendance acquise au prix du sang de pr\u00e8s de six millions de martyrs ne pouvait \u00eatre compl\u00e8te sans la souverainet\u00e9 sur les ressources hydrocarbures, conquise au prix de la sueur et de l\u2019engagement de ces centaines d\u2019ing\u00e9nieurs et d\u2019ouvriers alg\u00e9riens qui ont r\u00e9ussi \u00e0 prendre le relais sur les champs p\u00e9troliers et gaziers, mais qui ont surtout permis \u00e0 notre pays de devenir l\u2019acteur majeur des march\u00e9s \u00e9nerg\u00e9tiques qu\u2019il est aujourd\u2019hui, et \u00e0 la Sonatrach de s\u2019imposer comme la major africaine.&nbsp;<\/p>\n\n\n\n<p>Au-del\u00e0 du symbole, cette nationalisation \u00e9tait l\u2019assise d\u2019une vision port\u00e9e \u00e0 bras le corps par le d\u00e9funt Pr\u00e9sident Houari Boumedi\u00e8ne. Celle d\u2019une Alg\u00e9rie ind\u00e9pendante \u00e9conomiquement, qui saurait prendre le train du d\u00e9veloppement gr\u00e2ce aux financements d\u00e9gag\u00e9s par la rente p\u00e9troli\u00e8re, mais qui r\u00e9ussirait \u00e0 se lib\u00e9rer de cette rente en concr\u00e9tisant la diversification \u00e9conomique. Le processus a \u00e9t\u00e9 lanc\u00e9, mais f\u00fbt brutalement interrompu apr\u00e8s le d\u00e9c\u00e8s de Houari Boumedi\u00e8ne.&nbsp;<\/p>\n\n\n\n<p>Un demi-si\u00e8cle est pass\u00e9 et le d\u00e9bat sur la diversification \u00e9conomique reste entier. Il est encore pr\u00e9sent aujourd\u2019hui. Le contexte se pr\u00eate pour l\u2019am\u00e9lioration des revenus hydrocarbures de l\u2019Alg\u00e9rie. Les prix du p\u00e9trole remontent en fl\u00e8che et flirtent de nouveau avec les sommets. Mieux encore, les tendances lourdes sur les march\u00e9s \u00e9nerg\u00e9tiques favorisent le gaz comme \u00e9nergie du futur. Ce qui est on ne peut plus favorable pour l\u2019Alg\u00e9rie, pays au profile gazier par excellence.&nbsp;&nbsp;&nbsp;Encore faut-il savoir d\u00e9penser ces revenus, car l\u2019argent se d\u00e9pense facilement et vite !<\/p>\n\n\n\n<p>Va-t-on se d\u00e9cider enfin \u00e0 concr\u00e9tiser la vision n\u00e9e apr\u00e8s l\u2019ind\u00e9pendance du pays pour assurer l\u2019ind\u00e9pendance \u00e9conomique, en mettant en \u0153uvre les r\u00e9formes n\u00e9cessaires au d\u00e9collage de l\u2019\u00e9conomie nationale ? Ou bien va-t-on encore tomber dans les travers de l\u2019\u00e9conomie renti\u00e8re en optant pour des choix faciles, au risque d\u2019entretenir le syndrome hollandais dont souffre l\u2019Alg\u00e9rie ?
