Un accord qui \u00e9vitera assur\u00e9ment de nouvelles secousses, voire un effondrement craint du march\u00e9 p\u00e9trolier. Le contexte est donc propice \u00e0 l\u2019optimisme. La perspective d\u2019une certaine stabilit\u00e9 du march\u00e9 p\u00e9trolier, associ\u00e9e \u00e0 des cours en hausse, permettra de se projeter. Elle ne devra pas, n\u00e9anmoins, nous conduire \u00e0 perdre de vue les objectifs de r\u00e9forme de l\u2019\u00e9conomie nationale. Des r\u00e9formes qui sont incontournables et vitales. Et lorsque nous parlons de r\u00e9formes, nous avons tendance \u00e0 \u00e9voquer surtout les d\u00e9fis de la diversification de l\u2019\u00e9conomie et des ressources financi\u00e8res et budg\u00e9taires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or, la m\u00e8re des r\u00e9formes est la r\u00e9forme du mode de financement de l\u2019\u00e9conomie. C\u2019est un fait connu et reconnu par tous. L\u2019\u00e9conomie alg\u00e9rienne souffre du syndrome hollandais et d\u00e9pend des seules ressources issues des exportations des hydrocarbures. Or, les travers de l\u2019\u00e9conomie alg\u00e9rienne d\u00e9passent ce seul constat, dans la mesure o\u00f9 elle est essentiellement assise sur un mode de redistribution de la rente, via les transferts sociaux, un mode de financement de l\u2019\u00e9conomie tributaire d\u2019un syst\u00e8me bancaire domin\u00e9 par le secteur public, ainsi que via la commande publique. Ce mod\u00e8le n\u2019est pas viable et c\u2019est une \u00e9vidence. D\u2019o\u00f9 les appels aujourd\u2019hui \u00e0 une plus grande implication du secteur priv\u00e9 qui devra s\u2019engager dans le financement de l\u2019\u00e9conomie et int\u00e9grer dans son fonctionnement la notion de risque. Car la r\u00e9forme n\u2019est pas le seul fait des pouvoirs publics.
