Belhadj\u00a0: \u00ab\u00a0instaurer un syst\u00e8me d&rsquo;\u00e9valuation des performances\u00a0\u00bb"},"content":{"rendered":"\n<p>Le pr\u00e9sident de l\u2019Acad\u00e9mie alg\u00e9rienne de d\u00e9veloppement des sciences m\u00e9dico-judiciaires et chef de service de m\u00e9decine l\u00e9gale au CHU Mustapha,&nbsp;le&nbsp;Pr.&nbsp;Rachid Belhadj a affirm\u00e9 hier qu\u2019 \u00ab&nbsp;&nbsp;il est temps \u00e0 pr\u00e9sent de tirer les le\u00e7ons&nbsp;de la pand\u00e9mie&nbsp;et d\u2019\u0153uvrer \u00e0 l\u2019am\u00e9lioration de notre syst\u00e8me de sant\u00e9, loin des discours d\u00e9magogique et politique apr\u00e8s avoir fait face \u00e0 l\u2019une des plus grandes pand\u00e9mies \u00bb.&nbsp;Il a estim\u00e9 dans une intervention \u00e0 la Radio alg\u00e9rienne que&nbsp;\u00ab&nbsp;la priorit\u00e9 accord\u00e9e aux services des urgences par le pr\u00e9sident de la R\u00e9publique et le ministre de la Sant\u00e9 replace l\u2019humain au centre du syst\u00e8me de sant\u00e9 \u00bb. Et de&nbsp;pr\u00e9ciser&nbsp;que \u00ables urgences, c\u2019est la premi\u00e8re vitrine dans un syst\u00e8me de sant\u00e9 \u00bb.<\/p>\n\n\n\n<p>Toutefois,&nbsp;le pr\u00e9sident de l\u2019Acad\u00e9mie alg\u00e9rienne de d\u00e9veloppement des sciences m\u00e9dico-judiciaires n\u2019a pas manqu\u00e9 de faire remarquer que \u00ab beaucoup reste \u00e0 faire pour aboutir \u00e0 un syst\u00e8me de sant\u00e9 performant \u00bb, tout en recommandant une r\u00e9forme efficiente qui devra in\u00e9vitablement passer par la valorisation des comp\u00e9tences pour freiner la fuite des comp\u00e9tences vers le priv\u00e9 et vers l\u2019\u00e9tranger. \u00ab J\u2019insiste sur la revalorisation des ressources humaines dans le secteur de la sant\u00e9 et de l\u2019enseignement sup\u00e9rieur \u00bb, souligne-t-il&nbsp;pour rappeler \u00e0 ce sujet d\u2019ailleurs que l\u2019Alg\u00e9rie poss\u00e8de des comp\u00e9tences jeunes qu\u2019il faut former, encourager et bien r\u00e9mun\u00e9rer.<\/p>\n\n\n\n<p>Cette r\u00e9forme pr\u00e9conis\u00e9e par Pr Belhadj devra aller \u00e0 l\u2019essentiel. Des changements radicaux doivent \u00eatre op\u00e9r\u00e9s dontnotamment la rupture avec d\u2019anciennes pratiques qui ont caus\u00e9 des retards colossaux \u00e0 notre syst\u00e8me de sant\u00e9. \u00ab Il faut instaurer un syst\u00e8me d&rsquo;\u00e9valuation des performances \u00bb recommande-t-il en plantant le d\u00e9cor d\u2019avance pour que la suite soit une r\u00e9ussite est non du simple discours. Une mutation dans la gestion des ressources humaines qui devra instaurer un syst\u00e8me qui mette en valeur les capacit\u00e9s et le r\u00e9sultat, selon les propos du pr\u00e9sident de l\u2019acad\u00e9mie alg\u00e9rienne de d\u00e9veloppement des sciences m\u00e9dico-judiciaires et chef de service de m\u00e9decine l\u00e9gale au CHU Mustapha pour qui&nbsp;&nbsp;\u00ab la&nbsp;r\u00e9forme de la gestion administrative et financi\u00e8re des structures hospitali\u00e8res doit imp\u00e9rativement&nbsp;&nbsp;instaurer&nbsp;&nbsp;le syst\u00e8me de l\u2019obligation de r\u00e9sultat \u00bb.<\/p>\n\n\n\n<p>En des propos tranchants,&nbsp;le&nbsp;Pr.&nbsp;Belhadj affirme&nbsp;:&nbsp;\u00ab On demande l\u2019\u00e9valuation \u00bb. Et d\u2019ajouter&nbsp;que \u00ab si un service fonctionne bien, il faut l\u2019encourager. Mais lorsqu\u2019un service n\u2019est pas rentable, il faut agir \u00bb. Enfin,&nbsp;le&nbsp;Pr.&nbsp;Belhadj n\u2019a pas manqu\u00e9 de faire remarquer que p\u00e9nuries r\u00e9currentes de produits et d\u2019\u00e9quipements m\u00e9dicaux ne d\u00e9pendent pas des structures hospitali\u00e8res \u00bb, pr\u00e9cisant que \u00ab ces derni\u00e8res sont&nbsp;&nbsp;g\u00e9n\u00e9ralement caus\u00e9es par des lourdeurs administratives.
