Notre source a fait savoir que les ex-\u00e9lus sont accus\u00e9s d\u2019avoir conclu des transactions suspectes contraires aux lois en vigueur. L\u2019affaire remonte \u00e0 l\u2019ann\u00e9e 2018, lorsque l&rsquo;Entreprise nationale de r\u00e9alisation&nbsp;G\u00e9n\u00e9rale des travaux hydrauliques (GTH)&nbsp;a d\u00e9pos\u00e9&nbsp;une&nbsp;plainte contre l\u2019APC pour non-paiement des cr\u00e9ances. L\u2019action a \u00e9t\u00e9, \u00e9galement, suivie d\u2019une d\u00e9cision de l\u2019arr\u00eat des travaux du chantier du raccordement de la commune d\u2019Ain El Berda au puits d\u2019eau situ\u00e9 dans la commune d\u2019El Eulma, a expliqu\u00e9 notre source. Aussit\u00f4t une information judiciaire a \u00e9t\u00e9 ouverte par les instances de justice de comp\u00e9tence et confi\u00e9e \u00e0 la brigade d\u2019investigation de la gendarmerie d\u2019Annaba, a-t-on pr\u00e9cis\u00e9. L\u2019enqu\u00eate s\u2019est focalis\u00e9e sur l\u2019attribution&nbsp;&nbsp;par ladite APC, du march\u00e9 apr\u00e8s d\u00e9lib\u00e9ration,&nbsp;&nbsp;sans l\u2019obtention de la r\u00e9ponse des autorit\u00e9s de tutelle et du contr\u00f4leur financier,&nbsp;&nbsp;entre autres, qui ont \u00e9t\u00e9 saisi par&nbsp;l\u2019APC&nbsp;d\u2019El Eulma sur l\u2019attribution de gr\u00e9-\u00e0-gr\u00e9 du march\u00e9. L\u2019enqu\u00eate a r\u00e9v\u00e9l\u00e9 l\u2019absence d\u2019autorisation de la direction de wilaya charg\u00e9e de la programmation et du suivi du budget ainsi le d\u00e9faut de la carte d\u2019engagement \u00e9manant du contr\u00f4leur financier. Des documents administratifs devant, apr\u00e8s leur obtention, permettre le lancement des travaux par la GTH, que celle-ci&nbsp;ait exig\u00e9 le paiement de la premi\u00e8re tranche&nbsp;&nbsp;du montant du projet, a expliqu\u00e9 notre source.&nbsp;&nbsp;La demande de la GTH est rest\u00e9e sans suite, ce qui l\u2019a oblig\u00e9 \u00e0 d\u00e9poser&nbsp;une&nbsp;plainte et saisir toutes les autorit\u00e9s, a ajout\u00e9 la m\u00eame source. Une situation embarrassante pour l\u2019APC d\u2019El Eulma, dont le pr\u00e9sident et&nbsp;les&nbsp;\u00e9lus de l&rsquo;\u00e9poque ont \u00e9t\u00e9 contraints \u00e0 tenir une deuxi\u00e8me session du conseil pour ordonner l\u2019arr\u00eat des travaux, jusqu&rsquo;au r\u00e8glement de la situation financi\u00e8re&nbsp;que le contr\u00f4leur financier a refus\u00e9 de faire passer, nous dit-on, en raison des irr\u00e9gularit\u00e9s et entraves aux lois en vigueur. Apr\u00e8s l\u2019ach\u00e8vement de l\u2019enqu\u00eate pr\u00e9liminaire ainsi que l\u2019audition du pr\u00e9sident, des \u00e9lus de la commune d\u2019El Eulma&nbsp;&nbsp;et&nbsp;des t\u00e9moins,&nbsp;par&nbsp;la brigade de gendarmerie, les mis en causes&nbsp;ont \u00e9t\u00e9 d\u00e9f\u00e9r\u00e9s&nbsp;devant le juge d\u2019instruction.
