Le 31e<\/sup> Sommet arabe qui s\u2019ouvrira demain \u00e0 Alger sera l\u2019occasion de se pencher sur les crises et conflits qui secouent actuellement le monde arabe. Dans ce sens, le r\u00e8glement de la crise libyenne figure en bonne place des questions qui seront examin\u00e9es lors de la r\u00e9union des dirigeants et chefs d\u2019\u00c9tats arabes. D\u2019ailleurs, un consensus sur la n\u00e9cessit\u00e9 d\u2019un r\u00e8glement de la crise qui secoue ce pays fr\u00e8re et voisin depuis plus d\u2019une d\u00e9cennie par le biais de l\u2019organisation d\u2019\u00e9lections libres s\u2019est d\u00e9gag\u00e9 hier lors de la r\u00e9union des ministres arabes des Affaires \u00e9trang\u00e8re pr\u00e9paratoire pour les travaux du Sommet du 1er<\/sup> novembre.  Dans ce sens, la ministre libyenne des Affaires \u00e9trang\u00e8res, Nadjla Al-Mangouche, a affirm\u00e9 hier que plusieurs \u00ab plusieurs d\u00e9cisions relatives \u00e0 la s\u00e9curit\u00e9 arabe ont fait l’objet de consultations samedi et dimanche et nous avons convenu de la n\u00e9cessit\u00e9 d’organiser des \u00e9lections qui soient \u00e0 la hauteur des aspirations du peuple libyen, \u00e0 m\u00eame de mettre fin aux p\u00e9riodes de transition et consacrer la stabilit\u00e9 politique \u00bb. La cheffe de la diplomatie libyenne a pr\u00e9cis\u00e9 dans ce sens que les travaux ont port\u00e9 \u00e9galement sur des questions inh\u00e9rentes \u00e0 nombre de pays \u00e0 l’image du Y\u00e9men, de la Syrie, de Djibouti, de la Somalie et de la Palestine, qui est la \u00ab\u00a0cause centrale\u00a0\u00bb de l’action arabe. Et de souligner que des \u00ab d\u00e9cisions \u00e9quilibr\u00e9es en faveur des int\u00e9r\u00eats des peuples arabes ont \u00e9t\u00e9 prises \u00bb.La cheffe de la diplomatie libyenne a mis en avant \u00ab\u00a0la sagesse et la souplesse des dirigeants alg\u00e9riens qui ont toujours su r\u00e9soudre les divergences et parvenir \u00e0 un terrain d’entente\u00a0\u00bb, ajoutant que \u00ab\u00a0l’Alg\u00e9rie est capable de rassembler les rangs arabes\u00a0\u00bb.<\/p>\n\n\n\n

Il est utile de souligner dans ce sens que l\u2019Alg\u00e9rie a toujours plaid\u00e9 en faveur d\u2019une solution politique et pacifique de la crise en Libye, laquelle passe par un processus de r\u00e9conciliation et la tenue d\u2019\u00e9lections libres \u00e0 m\u00eame de doter la Libye d\u2019institutions l\u00e9gitimes, et la fin des interventions \u00e9trang\u00e8res. Un processus de dialogueinterlibyen a \u00e9t\u00e9 lanc\u00e9 sous l\u2019\u00e9gide de l\u2019ONU avait \u00e9t\u00e9 lanc\u00e9 dans le sillage de la Conf\u00e9rence de Berlin sur la Libye. Un processus qui a permis de former un gouvernement de transition charg\u00e9 d\u2019organiser des \u00e9lections g\u00e9n\u00e9rales lesquels devaient se tenir au mois de d\u00e9cembre dernier. Des \u00e9lections malheureusement report\u00e9es Sine die en raison de l\u2019absence d\u2019accord sur une base constitutionnelle ou du moins d\u2019une base \u00e9lectorale. Depuis, la situation s\u2019est d\u00e9grad\u00e9e en raison des tentatives du seigneur de guerre Khalifa Haftar de prendre le pouvoir par la force, ce qui a donn\u00e9 lieu \u00e0 de nouvelles divisions et la cr\u00e9ation d\u2019un gouvernement parall\u00e8le. Dans ce sens, le SG de l\u2019ONU, Antonio Guterres, lequel doit d\u2019ailleurs prendre part au Sommet d\u2019Alger a soulign\u00e9 il y a quelques jours la tenue d\u2019\u00e9lections en Libye, et a exhort\u00e9 la Chambre des Repr\u00e9sentants (Parlement, bas\u00e9 \u00e0 Tobrouk) et le Haut Conseil de l’\u00c9tat (S\u00e9nat, bas\u00e9 \u00e0 Tripoli) \u00e0 finaliser le dispositif constitutionnel dont d\u00e9pend l’organisation des \u00e9lections.<\/p>\n\n\n\n
