{"id":30473,"date":"2022-11-09T22:05:00","date_gmt":"2022-11-09T21:05:00","guid":{"rendered":"https:\/\/lasentinelle.dz\/?p=30473"},"modified":"2022-11-09T21:15:01","modified_gmt":"2022-11-09T20:15:01","slug":"justice-18-ans-de-prison-ferme-requis-contre-abdelmoumen-ould-keddour","status":"publish","type":"post","link":"https:\/\/lasentinelle.dz\/index.php\/2022\/11\/09\/justice-18-ans-de-prison-ferme-requis-contre-abdelmoumen-ould-keddour\/","title":{"rendered":"Justice\u00a0: 18 ans de prison ferme requis contre Abdelmoumen Ould keddour"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Le procureur de la R\u00e9publique pr\u00e8s le p\u00f4le p\u00e9nal \u00e9conomique et financier du Tribunal de Sidi M&rsquo;hamed (Alger) a requis, mardi soir, une peine de 18 ans de prison ferme contre l&rsquo;ancien Pr\u00e9sident-Directeur g\u00e9n\u00e9ral (P-DG) de Sonatrach, Abdelmoumen Ould keddour, poursuivi dans une affaire de corruption li\u00e9e \u00e0 l&rsquo;acquisition de la raffinerie d&rsquo;Augusta.Dans la m\u00eame affaire, le procureur de la r\u00e9publique a requis \u00e9galement une peine de 10 ans de prison ferme contre le fils du principal accus\u00e9 Nassim Ould Kaddouravec \u00e9mission d&rsquo;un mandat d&rsquo;arr\u00eat international et cinqans de prison ferme contre l&rsquo;\u00e9pouse d\u2019Abdelmoumen Ould keddour, Anissa Ouabdessalam.Des peines allant de 7 et 10 ans ont \u00e9t\u00e9 requises contre nombre d&rsquo;anciens cadres de Sonatrach, poursuivis dans la m\u00eame affaire outre la confiscation des avoirs saisis durant l&rsquo;instruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour rappel, l\u2019e-PDG de la Sonatrach, Abdelmoum\u00e8ne Ould Kaddour, qui faisait l\u2019objet d\u2019un mandat d\u2019arr\u00eat international a \u00e9t\u00e9 extrad\u00e9 en ao\u00fbt 2021 apr\u00e8s avoir \u00e9t\u00e9 arr\u00eat\u00e9 aux \u00c9mirats arabes unis. La raffinerie Augusta (Sicile) a \u00e9t\u00e9 acquise par le groupe Sonatrach en 2018, suite \u00e0 un accord conclu avec ESSO Italiana (ex-filiale du groupe am\u00e9ricain Exxon Mobil). Cette transaction inclut \u00e9galement les trois terminaux p\u00e9troliers de Palerme, Naples et Augusta, ainsi que des participations dans des pipelines reliant la raffinerie aux diff\u00e9rents terminaux. Plusieurs r\u00e9serves ont \u00e9t\u00e9 \u00e9mises sur cette transaction, mais aussi sur l\u2019efficience de cet investissement de Sonatrach \u00e0 l\u2019\u00e9tranger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outre sa v\u00e9tust\u00e9, l\u2019expertise fait \u00e9tat de dommages pr\u00e9dicables \u00e0 savoir la surfacturation et la dilapidation de deniers publics. En plus de l\u2019acquisition de cette raffinerie vieille de plus de 70 ans pour 725 millions dollars, le rapport d\u2019expertise, a \u00e9galement soulign\u00e9 une rallonge de 100 millions de dollars pour son entretien, \u00e0 cela s\u2019ajoutent des engagements \u00e0 honorer des d\u00e9penses imm\u00e9diates de mise en conformit\u00e9 avec les normes environnementales. D\u2019ailleurs, le d\u00e9marrage de la raffinerie n\u2019a \u00e9t\u00e9 op\u00e9r\u00e9 que gr\u00e2ce \u00e0 un pr\u00eat de l\u2019Apicorp. Une raffinerie qui n\u2019est pas non plus adapt\u00e9 au processing du p\u00e9trole alg\u00e9rien, mais qui ne peut que raffiner les p\u00e9troles lourds et qui a d\u2019ailleurs n\u00e9cessit\u00e9 un contrat avec Saudi Aramco pour le raffinage de son p\u00e9trole. Autre mensonge et non des moindres qui a \u00e9t\u00e9 r\u00e9v\u00e9l\u00e9 par la suite, est que la transaction n\u2019a jamais port\u00e9 sur l\u2019acquisition des terminaux strat\u00e9giques siciliens, mais n\u2019ouvrait la voir qu\u2019\u00e0 un droit de concession.
