Le pr\u00e9sident br\u00e9silien Luiz Inacio Lula da Silva a indiqu\u00e9 hier avoir discut\u00e9 avec la Chine et les Emirats arabes unis d’une m\u00e9diation conjointe dans la guerre entre la Russie et l’Ukraine, accusant les Etats-Unis et l’Europe de prolonger le conflit. Lula s’exprimait au cours d’une conf\u00e9rence de presse \u00e0 Abou Dhabi au terme de visites officielles aux Emirats et en Chine, souhaitant que ces deux pays et d’autres rejoignent un \u00ab G20 politique \u00bb pour tenter de mettre fin \u00e0 la guerre d\u00e9clench\u00e9e par l’invasion russe de l’Ukraine en f\u00e9vrier 2022. La guerre a \u00e9t\u00e9 provoqu\u00e9e par \u00abdes d\u00e9cisions prise par deux pays \u00bb, a jug\u00e9 le pr\u00e9sident br\u00e9silien. \u00ab Le pr\u00e9sident Poutine ne prend aucune initiative pour arr\u00eater la guerre. (Le pr\u00e9sident Volodymyr) Zelensky d’Ukraine ne prend aucune initiative pour arr\u00eater la guerre\u00bb, a d\u00e9clar\u00e9 Lula, s’exprimant par l’interm\u00e9diaire d’un traducteur officiel. \u00ab L’Europe et les Etats-Unis continuent de contribuer \u00e0 la poursuite de la guerre. Alors ils doivent s’asseoir autour de la table et dire: \u2018\u2019\u00c7a suffit\u2019\u2019 \u00bb. <\/strong>En Chine, le pr\u00e9sident br\u00e9silien avait accus\u00e9 Washington d\u2019 \u00ab encourager la guerre \u00bb en Ukraine. Lula a dit avoir sugg\u00e9r\u00e9 au pr\u00e9sident des Emirats arabes Unis, cheikh Mohammed ben Zayed Al-Nahyane, et au pr\u00e9sident chinois Xi Jinping, la cr\u00e9ation d’un groupement de pays qui aurait pour mission de jouer les m\u00e9diateurs. \u00ab Le G20 (a \u00e9t\u00e9 form\u00e9 pour renflouer l’\u00e9conomie (mondiale) qui \u00e9tait en crise \u00bb, a d\u00e9clar\u00e9 Lula. \u00ab Maintenant, il est important de cr\u00e9er un autre type de G20 pour mettre fin \u00e0 cette guerre et \u00e9tablir la paix. C’est mon intention et je pense que nous r\u00e9ussirons. \u00bb \u00ab Hier, j’ai parl\u00e9 au Cheikh de la guerre. J’ai parl\u00e9 \u00e0 Xi Jinping de la guerre. Et je pense que nous sommes en train de rencontrer un groupe de personnes qui pr\u00e9f\u00e8rent parler de paix plut\u00f4t que de guerre. Et donc je pense que nous allons r\u00e9ussir. \u00bb Lula a encore dit avoir d\u00e9j\u00e0 discut\u00e9 de son initiative avec le pr\u00e9sident am\u00e9ricain Joe Biden, le chancelier allemand Olaf Scholz, le pr\u00e9sident fran\u00e7ais Emmanuel Macron et des dirigeants de pays d’Am\u00e9rique du Sud. Lula, qui devait rentrer au Br\u00e9sil hier, a d\u00e9clar\u00e9 que sa d\u00e9l\u00e9gation avait sign\u00e9 des accords d’une valeur de 10 milliards de dollars en Chine. Il \u00e9tait arriv\u00e9 samedi aux Emirats apr\u00e8s sa visite de deux jours en Chine, o\u00f9 le dirigeant br\u00e9silien revenu au pouvoir en janvier apr\u00e8s deux mandats entre 2003 et 2010, a affirm\u00e9 que le Br\u00e9sil \u00e9tait \u00ab\u00a0de retour\u00a0\u00bb sur la sc\u00e8ne internationale, et esp\u00e8re jouer le r\u00f4le de m\u00e9diateur dans la guerre d\u00e9clench\u00e9e par la Russie contre l’Ukraine. A l’inverse de plusieurs puissances occidentales, la Chine et le Br\u00e9sil n’ont jamais impos\u00e9 de sanctions financi\u00e8res \u00e0 la Russie et tentent tous deux de se positionner en tant que m\u00e9diateurs. Les Emirats ont \u00e9galement adopt\u00e9 une position neutre \u00e0 l’\u00e9gard du conflit, et attir\u00e9 un grand nombre d’hommes d’affaires russes fuyant l’impact des sanctions occidentales, en particulier \u00e0 Duba\u00ef, important centre financier. Le riche pays du Golfe est le deuxi\u00e8me plus grand partenaire commercial du Br\u00e9sil au Moyen-Orient, selon l’agence officielle WAM. Les \u00e9changes entre les deux pays, hors produits p\u00e9troliers, se sont \u00e9lev\u00e9s \u00e0 plus de 4 milliards de dollars en 2022, en hausse de 32% par rapport \u00e0 l’ann\u00e9e pr\u00e9c\u00e9dente. Ils ont conclu samedi une s\u00e9rie d’accords en mati\u00e8re de lutte contre le changement climatique et de biocarburants. Les deux pays ont indiqu\u00e9 dans un communiqu\u00e9 commun que les deux dirigeants avaient \u00e9voqu\u00e9 des sujets tels que le commerce, la technologie, la d\u00e9fense, l’aviation et la s\u00e9curit\u00e9 alimentaire. Les accords annonc\u00e9s pr\u00e9voient notamment une coop\u00e9ration en mati\u00e8re de lutte contre le changement climatique et que la raffinerie Mataripe, contr\u00f4l\u00e9e par les Emirats arabes unis et situ\u00e9e dans le nord-est du Br\u00e9sil, investira jusqu’\u00e0 2,5 milliards de dollars dans un projet de biodiesel dans la r\u00e9gion. Les Emirats arabes unis doivent accueillir en d\u00e9cembre \u00e0 Duba\u00ef le sommet climat de l’ONU et le Br\u00e9sil est candidat \u00e0 l’organisation de l’\u00e9dition 2025.<\/p>\n\n\n\n
