Un gazoduc pour transporter l\u2019hydrog\u00e8ne vert vers l\u2019Europe<\/strong><\/p>\n\n\n\n

L\u2019Alg\u00e9rie est en passe de s\u2019imposer comme l\u2019un des acteurs majeurs de la transition \u00e9nerg\u00e9tique sur le march\u00e9 europ\u00e9en. Gr\u00e2ce \u00e0 son r\u00e9servoir in\u00e9gal\u00e9 en mati\u00e8re d\u2019\u00e9nergie renouvelable et une orientation des politiques de transition vers le d\u00e9veloppement de l\u2019hydrog\u00e8ne vert, l\u2019Alg\u00e9rie est susceptible de devenir le principal fournisseur de cette \u00e9nergie du futur. Une \u00e9nergie qui sera achemin\u00e9e vers le c\u0153ur de l\u2019Europe, \u00e0 travers l\u2019Italie.<\/p>\n\n\n\n

Le rapprochement entre l\u2019Alg\u00e9rie et l\u2019Italie permettra \u00e0 cette derni\u00e8re de devenir un hub \u00e9nerg\u00e9tique europ\u00e9en. Et cela ne concerne pas seulement le gaz, mais aussi et surtout l\u2019hydrog\u00e8ne vert. C\u2019est dans ce contexte qu\u2019un accord tripartite entre l\u2019Italie, l\u2019Autriche et l\u2019Allemagne concernant va permettre la r\u00e9alisation d\u2019un pipeline pour le transport d\u2019hydrog\u00e8ne vert, \u00e0 partir d\u2019Afrique du Nord, autrement dit d\u2019Alg\u00e9rie, vers le c\u0153ur de l\u2019Europe. Le projet d\u00e9nomm\u00e9 SoutH2 Corridor commence d\u2019ailleurs \u00e0 prendre forme et b\u00e9n\u00e9ficie d\u2019un soutien politique au plus haut niveau, d\u2019autant plus qu\u2019il s\u2019inscrit dans le cadre du plan Mattei promu par la pr\u00e9sidente du Conseil des ministres italien, Giorgia Meloni. Le projet a d\u2019ailleurs \u00e9t\u00e9 au c\u0153ur d\u2019entretiens, jeudi, entre la dirigeante italienne et le chancelier allemand Olaf Scholz. \u00ab\u00a0Sur le plan \u00e9nerg\u00e9tique, nous sommes d’accord sur l’importance d’assurer la diversification de nos sources d’approvisionnement et de travailler sur la connexion des infrastructures, en particulier en M\u00e9diterran\u00e9e\u00a0\u00bb, a d\u00e9clar\u00e9 Meloni \u00e0 l\u2019occasion. Le gazoduc doit permettre de transporter 4 millions de tonnes par an d’hydrog\u00e8ne vert sur 3.300 Km entre l\u2019Afrique du Nord et l\u2019Europe centrale. Il est d\u2019ailleurs consid\u00e9r\u00e9 comme un projet strat\u00e9gique en cours d\u2019examen par l\u2019Union europ\u00e9enne. Au mois de mai dernier, l’Italie, l’Allemagne et l’Autriche ont sign\u00e9 une lettre de soutien pour le d\u00e9veloppement de ce projet men\u00e9 par quatre grands op\u00e9rateurs europ\u00e9ens de r\u00e9seaux de transport : Snam (SRG.MI), Trans Austria Gasleitung, Gas Connect Austria et Bayernets en Allemagne. Sea Corridor, une coentreprise entre Snam et le groupe \u00e9nerg\u00e9tique italien Eni (ENI.MI) qui \u00e9galement partie du consortium charg\u00e9 de construire l’infrastructure, appel\u00e9e SoutH2 Corridor.<\/p>\n\n\n\n

Eni a d\u2019ailleurs sign\u00e9 avec la Sonatrach au mois de janvier dernier un protocole d\u2019accord portant sur l\u2019examen de la pose d’un nouveau gazoduc pour transporter du gaz naturel et alternativement de l’hydrog\u00e8ne et de l’ammoniac bleu et vert. L\u2019Alg\u00e9rie et l\u2019Italie sont \u00e9galement reli\u00e9es par un gazoduc d\u2019une capacit\u00e9 de transport de 30 milliards de m3\/ an.<\/p>\n\n\n\n

Il est clair que le nouveau pipe prendra son origine en Alg\u00e9rie. Les partenaires du projet soulignent que l\u2019initiative se concentre sur l\u2019utilisation d\u2019infrastructures existantes r\u00e9am\u00e9nag\u00e9es (environ 70% pr\u00e9vus) pour le transport de l\u2019hydrog\u00e8ne, avec l\u2019ajout de nouvelles infrastructures d\u00e9di\u00e9es si n\u00e9cessaire.<\/p>\n\n\n\n

Ce projet rev\u00eat une grande importance dans la transition \u00e9nerg\u00e9tique en favorisant l\u2019utilisation de l\u2019hydrog\u00e8ne renouvelable comme alternative aux \u00e9nergies fossiles. L\u2019hydrog\u00e8ne est consid\u00e9r\u00e9 comme une source d\u2019\u00e9nergie propre et durable, et ce gazoduc facilitera son acheminement depuis l\u2019Alg\u00e9rie vers l\u2019Europe, o\u00f9 la demande d\u2019hydrog\u00e8ne est en croissance constante. L\u2019Alg\u00e9rie mise d\u2019ailleurs sur un vaste plan de d\u00e9veloppement de l\u2019hydrog\u00e8ne pour s\u2019imposer rapidement comme principal acteur du march\u00e9.  En mars dernier, le minist\u00e8re de l\u2019Energie et des Mines avait annonc\u00e9 une feuille de route pour le d\u00e9veloppement de l\u2019hydrog\u00e8ne. Selon la m\u00eame source, cette feuille de route vise \u00e0 faire de l\u2019Alg\u00e9rie un pays pionnier au niveau r\u00e9gional et international dans la production et la commercialisation de cette nouvelle \u00e9nergie. Le d\u00e9partement de l\u2019Energie avait pr\u00e9cis\u00e9 que \u00ab l\u2019Alg\u00e9rie entend tirer profit de ses capacit\u00e9s techniques et de ses avantages concurrentiels pour produire et exporter entre 30 et 40 milliards kilowatts d\u2019hydrog\u00e8ne gazeux, liqu\u00e9fi\u00e9s et d\u00e9riv\u00e9s, et \u00e0 approvisionner le march\u00e9 europ\u00e9en \u00e0 pr\u00e8s de 10 % de ses besoins d\u2019ici 2040 \u00e0 des prix de vente tr\u00e8s concurrentiels \u00bb.<\/p>\n\n\n\n

Au-del\u00e0 des opportunit\u00e9s qui s\u2019ouvrent en Europe gr\u00e2ce \u00e0 la r\u00e9alisation de ces nouvelles infrastructures, l\u2019Alg\u00e9rie brasse large et mise aussi sur le d\u00e9veloppement du GNL vert. Sonatrach pr\u00e9voit d\u2019ailleurs de mobiliser un investissement d\u2019un milliard de dollars dans cet objectif dans le cadre de son plan de d\u00e9veloppement \u00e0 moyen terme.<\/p>\n\n\n\n
