{"id":43243,"date":"2023-07-03T21:50:52","date_gmt":"2023-07-03T20:50:52","guid":{"rendered":"https:\/\/lasentinelle.dz\/?p=43243"},"modified":"2023-07-03T21:50:52","modified_gmt":"2023-07-03T20:50:52","slug":"annaba-boukhmira-1-une-localite-oubliee","status":"publish","type":"post","link":"https:\/\/lasentinelle.dz\/index.php\/2023\/07\/03\/annaba-boukhmira-1-une-localite-oubliee\/","title":{"rendered":"Annaba&nbsp;: Boukhmira 1, une localit\u00e9 oubli\u00e9e"},"content":{"rendered":"\n<p>Outre le cadre de vie d\u00e9plorable, les habitants de Boukhmira 1,&nbsp; relevant de la da\u00efra d\u2019El Bouni (Annaba), souffrent du manque d\u2019\u00e9clairage public.<\/p>\n\n\n\n<p>Le d\u00e9faut flagrant de l\u2019\u00e9clairage dans la localit\u00e9 de Boukhmira 1 (El Bouni) dure depuis plus de quatre ans (4), mettant ainsi \u00e0 mal la patience des habitants de ce quartier, d\u00e9j\u00e0 d\u00e9favoris\u00e9. En d\u00e9pit de toutes les revendications et les contestations, les populations de localit\u00e9 de l\u2019obscurit\u00e9 n\u2019ont pas pu b\u00e9n\u00e9ficier d\u2019un quelconque programme&nbsp; pour \u00e9clairer leurs quartiers. Une cit\u00e9 fortement impact\u00e9e par la n\u00e9gligence des services de la commune d\u2019El Bouni qui, jusqu\u2019\u00e0 ce jour n\u2019ont pas jug\u00e9 important d\u2019am\u00e9liorer le cadre de vie des habitants.&nbsp; L\u2019obscurit\u00e9 des rues et ruelles a transform\u00e9 la vie nocturne des habitants en cauchemar, en raison de l\u2019ins\u00e9curit\u00e9 qui r\u00e8gne en ma\u00eetre des lieux. Selon des habitants de cette localit\u00e9, l\u2019absence d\u2019\u00e9clairage public les&nbsp; contraint \u00e0 rester chez eux le soir, par peur d\u2019\u00eatre agress\u00e9s par les bandes de d\u00e9linquants qui \u00e9cument les lieux \u00e0 la tomb\u00e9e de la nuit. Situation exasp\u00e9rante pour les habitants notamment en \u00e9t\u00e9 synonyme de d\u00e9tente notamment la nuit. Or, il est, nous dit-on, dangereux de circuler \u00e0 partir de 20 heures, car le quartier se transforme en coupe-gorge. Tout en exprimant leur ras-le-bol les habitants ont d\u00e9nonc\u00e9 l\u2019indiff\u00e9rence et le laxisme des autorit\u00e9s locales, nos interlocuteurs revendiquent la r\u00e9habilitation du r\u00e9seau d\u2019\u00e9clairage public. S\u2019ajoute \u00e0 cela la pr\u00e9sence des chiens errants auxquels sont confront\u00e9s les citoyens. Les enfants de bas \u00e2ge sont les plus expos\u00e9s aux attaques des meutes de chiens qui prolif\u00e8rent en cette p\u00e9riode de l\u2019ann\u00e9e. Selon les habitants, la mise en place du r\u00e9seau d\u2019\u00e9clairage public et sa maintenance ont \u00e9t\u00e9 r\u00e9alis\u00e9es de fa\u00e7on al\u00e9atoire. Certains lieux en sont d\u00e9pourvus et la s\u00e9curit\u00e9 \u00e0 certains endroits n\u2019est pas suffisamment assur\u00e9e. C\u2019est surtout cet \u00e9l\u00e9ment d\u2019ins\u00e9curit\u00e9 qui angoisse les habitants comme les usagers de passage de certains tron\u00e7ons des routes desservant les villages. Malgr\u00e9 les maintes r\u00e9clamations, aucune intervention&nbsp; des services concern\u00e9s n\u2019a \u00e9t\u00e9 enregistr\u00e9e.
