C\u2019est ce qu\u2019a rapport\u00e9 la cellule de communication de la wilaya d\u2019Annaba. Lors de la r\u00e9union tenue en fin de semaine par le wali avec les responsables du secteur de l\u2019habitat, \u00e0 Annaba, au plusieurs dossiers ont \u00e9t\u00e9 examin\u00e9s, notamment ceux en souffrance, notamment celui du projet de r\u00e9alisation de 650 unit\u00e9s LPA d\u2019El Berka Zarga. Apr\u00e8s avoir pris connaissance des tenants et aboutissants de cette affaire scandaleuse \u00e0 plus d\u2019un titre et qui a surtout fait couler beaucoup d\u2019encre, Abdelkader Djellaoui a d\u00e9cid\u00e9 de r\u00e9silier le contrat avec le promoteur immobilier d\u00e9faillant et de r\u00e9cup\u00e9rer les terrains du projet au profit du domaine public. Pour relancer ce projet sur des bases solides, le wali a fait appel \u00e0 deux organes publics, \u00e0 savoir l\u2019Office de Promotion et de Gestion Immobili\u00e8re (OPGI) et l\u2019Agence nationale de l\u2019Am\u00e9lioration et du D\u00e9veloppement du logement (AADL), leur accordant un d\u00e9lai d\u2019une semaine pour \u00e9tablir un rapport d\u2019expertise. Les travaux de ce projet ont \u00e9t\u00e9 lanc\u00e9s \u00e0 la fin de 2014 avec un d\u00e9lai de r\u00e9alisation de deux ans. Or, le projet n\u2019a jamais vu le jour, tandis que le g\u00e9rant de cette entreprise n\u2019a pas cess\u00e9 de demander de versements d\u2019avances pour diff\u00e9rents pr\u00e9textes. Au bout du compte, les travaux lanc\u00e9s n\u2019ont jamais atteint les 30% de taux de r\u00e9alisation. Et toutes les mesures judiciaires entreprises \u00e0 l\u2019encontre de l\u2019entreprise n\u2019ont jamais eu de suite ! Les souscripteurs \u00e0 cette formule de logement ont, apr\u00e8s des ann\u00e9es de revendications, de sit-in et d\u2019appels de d\u00e9tresse, fini par baisser les bras. Jusqu\u2019\u00e0 ce que, nouveau wali d\u00e9cide, lors d\u2019une r\u00e9union premi\u00e8re du genre, du moins pour les projets inachev\u00e9s et en retard, de mettre un terme \u00e0 un calvaire qui n\u2019a que trop dur\u00e9. Selon certains responsables du secteur de l\u2019habitat dans la wilaya d\u2019Annaba, une telle d\u00e9cision ne pouvait \u00eatre prise que par le premier responsable de la wilaya. Certains se sont m\u00eame interrog\u00e9s sur la passivit\u00e9 de l\u2019ancienne administration qui nous dit-on \u00ab&nbsp;avait plein-pouvoirs pour r\u00e9silier le contrat !&nbsp;\u00bb.
