L\u2019appel d\u2019Alger \u00e0 contribuer aux efforts de paix<\/strong><\/p>\n\n\n\n

Le ministre des Affaires \u00e9trang\u00e8res a soulign\u00e9 que toutes les contributions de l\u2019Alg\u00e9rie \u00e0 la promotion de la paix, de la s\u00e9curit\u00e9 et de  la stabilit\u00e9 au Mali ont toujours repos\u00e9 sur l\u2019attachement ide l\u2019Alg\u00e9rie \u00e0 l\u2019int\u00e9grit\u00e9 territoriale, \u00e0 la souverainet\u00e9 et \u00e0 l\u2019unit\u00e9 nationale du Mali\u00a0\u00bb, sur la profonde conviction que la voie pacifique est la seule apte \u00e0 garantir au Mali la paix, la s\u00e9curit\u00e9 et la stabilit\u00e9, ainsi que sur la r\u00e9conciliation nationale.<\/p>\n\n\n\n

La situation au Nord du Mali conna\u00eet des d\u00e9veloppements dangereux qui risquent de mettre en p\u00e9ril non seulement la s\u00e9curit\u00e9 et la stabilit\u00e9 du Mali, mais aussi de l\u2019ensemble de la r\u00e9gion. La reprise des affrontements entre les autorit\u00e9s de Bamako et les groupes politico-militaires de la coordination des mouvements de l\u2019Azawad signataires de l\u2019Accord issu du processus d\u2019Alger, apr\u00e8s la suspension de la mise en \u0153uvre de l\u2019accord en question risque de favoriser un d\u00e9rapage s\u00e9curitaire dangereux dans une r\u00e9gion qui conna\u00eet une r\u00e9surgence des activit\u00e9s terroristes. Un contexte d\u2019autant plus risqu\u00e9 apr\u00e8s le retrait de la mission multidimensionnelle int\u00e9gr\u00e9e des Nations unies au Mali. C\u2019est dans ce contexte que l\u2019Alg\u00e9rie en tant que chef de file de la m\u00e9diation internationale appelle encore une fois les parties en conflit au Mali \u00e0 renouveler leurs engagements pour l\u2019application de l\u2019Accord de paix et de r\u00e9conciliation de 2015 et entreprend de d\u00e9ployer les efforts n\u00e9cessaires pour les aider \u00e0 prendre le chemin de la paix. Des faits que la diplomatie alg\u00e9rienne a d\u2019ailleurs tenu \u00e0 rappeler avec force. En effet, un communiqu\u00e9 du minist\u00e8re des Affaires \u00e9trang\u00e8res et de la Communaut\u00e9 nationale \u00e0 l\u2019\u00e9tranger a indiqu\u00e9 jeudi que le ministre des Affaires \u00e9trang\u00e8res et de la Communaut\u00e9 nationale \u00e0 l\u2019\u00e9tranger, Ahmed Attaf, a convoqu\u00e9 le m\u00eame jour l\u2019ambassadeur de la R\u00e9publique du Mali en Alg\u00e9rie, Mahamane Amadou Maiga, \u00ab\u00a0en relation avec les r\u00e9cents d\u00e9veloppements de la situation\u00a0\u00bb dans ce pays. Notons que cette mesure a \u00e9t\u00e9 prise apr\u00e8s la convocation mercredi par Bamako de l\u2019ambassadeur d\u2019Alg\u00e9rie au Mali au lendemain de la visite \u00e0 Alger de l\u2019imam de la confr\u00e9rie Kountia du Mali, Mahmoud Dicko. Cette mesure r\u00e9ciproque a donc permis de lever toute \u00e9quivoque et de rappeler avec fermet\u00e9 les principes qui ont toujours pr\u00e9sid\u00e9 \u00e0 l\u2019action de l\u2019Alg\u00e9rie dans la cadre des efforts de m\u00e9diation qu\u2019elle a toujours men\u00e9 en faveur de la paix et de la stabilit\u00e9 au Mali. Ainsi, le communiqu\u00e9 du MAE a soulign\u00e9 que le chef de la diplomatie alg\u00e9riennea rappel\u00e9 \u00ab\u00a0de mani\u00e8re appuy\u00e9e qu\u2019historiquement, toutes les contributions de l\u2019Alg\u00e9rie \u00e0 la promotion de la paix, de la s\u00e9curit\u00e9 et de la stabilit\u00e9 au Mali ont toujours repos\u00e9 sur trois principes cardinaux dont elle n\u2019a jamais d\u00e9vi\u00e9 et dont elle ne d\u00e9viera pas\u00a0\u00bb. En tout premier lieu, souligne le communiqu\u00e9, \u00ab\u00a0l\u2019attachement intransgressible de l\u2019Alg\u00e9rie \u00e0 l\u2019int\u00e9grit\u00e9 territoriale, \u00e0 la souverainet\u00e9 et \u00e0 l\u2019unit\u00e9 nationale du Mali\u00a0\u00bb.En second lieu, \u00ab\u00a0la profonde conviction que la voie pacifique, \u00e0 l\u2019exclusion de toute autre, est la seule apte \u00e0 garantir au Mali la paix, la s\u00e9curit\u00e9 et la stabilit\u00e9 de mani\u00e8re irr\u00e9versible et durable\u00a0\u00bb. \u00ab\u00a0En troisi\u00e8me lieu, et en cons\u00e9quence des deux premiers principes, c\u2019est par la r\u00e9conciliation nationale et non par des d\u00e9chirements fratricides r\u00e9currents que le Mali s\u2019engagera dans une \u0153uvre commune port\u00e9e par tous ses enfants sans discrimination et sans exclusion lui assurant ultimement sa souverainet\u00e9, son unit\u00e9 nationale et son int\u00e9grit\u00e9 territoriale\u00a0\u00bb, pr\u00e9cise la m\u00eame source.<\/p>\n\n\n\n

En compl\u00e9ment \u00e0 ce rappel, il a \u00e9t\u00e9 fait \u00e9tat du communiqu\u00e9 du minist\u00e8re des Affaires \u00e9trang\u00e8res en date du 13 d\u00e9cembre par lequel l\u2019Alg\u00e9rie a appel\u00e9 \u00ab\u00a0toutes les parties maliennes \u00e0 renouveler leur engagement dans la mise en \u0153uvre de l\u2019Accord de paix et de r\u00e9conciliation issu du processus d\u2019Alger pour r\u00e9pondre aux aspirations l\u00e9gitimes de toutes les composantes du peuple malien fr\u00e8re \u00e0 une paix et \u00e0 une stabilit\u00e9 durables\u00a0\u00bb.Il a, en outre, \u00e9t\u00e9 soulign\u00e9 \u00e0 l\u2019attention de l\u2019ambassadeur du Mali que les r\u00e9centes rencontres avec les chefs des Mouvements signataires de l\u2019Accord de paix et de r\u00e9conciliation au Mali issu du processus d\u2019Alger \u00ab\u00a0s\u2019inscrivaient parfaitement dans la lettre et l\u2019esprit de ce communiqu\u00e9\u00a0\u00bb. \u00ab\u00a0Dans ce contexte, M. Attaf a form\u00e9 le v\u0153u que le gouvernement malien, en droite ligne de l\u2019expression de son attachement \u00e0 la mise \u0153uvre de cet accord, s\u2019associe aux efforts actuellement entrepris par l\u2019Alg\u00e9rie \u00e0 l\u2019effet de lui donner un nouvel \u00e9lan\u00a0\u00bb, indique le communiqu\u00e9 du minist\u00e8re.Le ministre a, enfin, soulign\u00e9 que \u00ab\u00a0les relations multiformes et multis\u00e9culaires qui lient l\u2019Alg\u00e9rie au Mali fr\u00e8re lui font obligation de tout entreprendre pour l\u2019aider \u00e0 emprunter la voie de la paix et de la r\u00e9conciliation qui sont les garants v\u00e9ritables de sa s\u00e9curit\u00e9, de son d\u00e9veloppement et de sa prosp\u00e9rit\u00e9\u00a0\u00bb, a-t-on ajout\u00e9. \u00ab\u00a0C\u2019est dans cet \u00e9tat d\u2019esprit que l\u2019Alg\u00e9rie con\u00e7oit et assume son r\u00f4le de pr\u00e9sident du Comit\u00e9 de suivi de l\u2019Accord de paix et de r\u00e9conciliation au Mali issu du processus d\u2019Alger\u00a0\u00bb, assure le communiqu\u00e9 du minist\u00e8re des Affaires \u00e9trang\u00e8res.<\/p>\n\n\n\n
