Un projet de loi d’amnistie au S\u00e9n\u00e9gal a franchi hier une premi\u00e8re \u00e9tape \u00e0 l’Assembl\u00e9e nationale, avec l’adoption en commission de ce texte.<\/p>\n\n\n\n

Le texte, initi\u00e9 par le pr\u00e9sident et approuv\u00e9 en Conseil des ministres il y a une semaine, a \u00e9t\u00e9 adopt\u00e9 mardi par la commission des lois, ont indiqu\u00e9 \u00e0 l’AFP le pr\u00e9sident de la commission Moussa Diakhat\u00e9 et une d\u00e9put\u00e9e de l’opposition. Cette derni\u00e8re a pr\u00e9cis\u00e9 que le projet serait soumis mercredi au vote des d\u00e9put\u00e9s en s\u00e9ance pl\u00e9ni\u00e8re. Selon un document authentifi\u00e9 de source parlementaire, seraient amnisti\u00e9s \u00ab\u00a0tous les faits susceptibles de rev\u00eatir la qualification d’infraction criminelle ou correctionnelle commis entre le 1er f\u00e9vrier 2021 et le 25 f\u00e9vrier 2024, tant au S\u00e9n\u00e9gal qu’\u00e0 l’\u00e9tranger, se rapportant \u00e0 des manifestations ou ayant des motivations politiques\u00a0\u00bb.<\/p>\n\n\n\n

Le pr\u00e9sident Sall a re\u00e7u lundi les conclusions d’un \u00ab\u00a0dialogue national\u00a0\u00bb pr\u00e9conisant d’organiser la pr\u00e9sidentielle le 2 juin et sugg\u00e9rant que M. Sall reste en fonction jusqu’\u00e0 l’investiture de son successeur. Le chef de l’Etat, \u00e9lu en 2012 et r\u00e9\u00e9lu en 2019 mais non candidat en 2024, a indiqu\u00e9 qu’il comptait demander l’avis du Conseil constitutionnel sur ces deux points, alors que l’opposition r\u00e9clame toujours une \u00e9lection avant le 2 avril. \u00ab\u00a0Le rapport du dialogue national a \u00e9t\u00e9 remis au Pr\u00e9sident de la R\u00e9publique ce lundi. Le chef de l’Etat a bien pris note des recommandations de ces concertations avec toutes les forces vives de la Nation\u00a0\u00bb, indique la pr\u00e9sidence dans un communiqu\u00e9. Le pr\u00e9sident Sall a d\u00e9cid\u00e9 le 3 f\u00e9vrier dernier du report du scrutin initialement pr\u00e9vu le 25 f\u00e9vrier. Le Conseil constitutionnel a depuis mis son veto au report. Il a constat\u00e9 l’impossibilit\u00e9 de maintenir la pr\u00e9sidentielle le 25 f\u00e9vrier et demand\u00e9 aux autorit\u00e9s de l’organiser \u00ab\u00a0dans les meilleurs d\u00e9lais\u00a0\u00bb. Le pr\u00e9sident Sall avait convoqu\u00e9 les 26 et 27 f\u00e9vrier un dialogue national, r\u00e9unissant nombre d’acteurs sociaux et politiques. Les pr\u00e9conisations de ce dialogue sont d\u00e9j\u00e0 connues: l’\u00e9lection se tiendrait le 2 juin et M. Sall resterait en fonction jusqu’\u00e0 l’investiture du cinqui\u00e8me pr\u00e9sident du S\u00e9n\u00e9gal.
