La d\u00e9marche intervient en application des directives du comit\u00e9 de la wilaya d\u2019Annaba, charg\u00e9 de contr\u00f4ler la stricte utilisation et la s\u00e9curisation des transformateurs et batteries de condensateurs aux PCB usag\u00e9s. Il s\u2019agit des transformateurs et batteries de condensateurs contenant des huiles isolantes, de refroidissement ou des fluides di\u00e9lectriques utilis\u00e9s dans les transformateurs et condensateurs \u00e9lectriques, dans les ballasts \u00e9lectroniques des tubes fluorescents, dans les radiateurs \u00e0 bain d\u2019huile et dans les c\u00e2bles \u00e9lectriques (syst\u00e8mes ferm\u00e9s). Il est \u00e0 noter que les pouvoirs publics ont \u00e9t\u00e9 amen\u00e9s \u00e0 r\u00e9glementer strictement l\u2019usage et la destruction des PCB. En effet, ces polychlorobiph\u00e9nyles sont des polluants organiques persistants, c\u2019est-\u00e0-dire des substances qui se d\u00e9sagr\u00e8gent tr\u00e8s peu dans l\u2019environnement et s\u2019accumulent dans diff\u00e9rents milieux, en particulier le sol et l\u2019eau. C\u2019est pourquoi plusieurs f\u00fbts m\u00e9talliques contenant des transformateurs et batteries de condensateurs avec des PCB ont \u00e9t\u00e9 entrepos\u00e9s dans une zone de stockage, a fait savoir la cellule de communication du complexe sid\u00e9rurgique d\u2019El-Hadjar. Cette op\u00e9ration a \u00e9t\u00e9 effectu\u00e9e en attendant l\u2019\u00e9vacuation prochaine de substances chimiques synth\u00e9tiques par une entreprise publique qualifi\u00e9e et sp\u00e9cialis\u00e9e dans la destruction de ce type de produits. Il y a lieu de souligner que les effets n\u00e9gatifs sur l\u2019homme et l\u2019environnement de ces substances n\u2019ont \u00e9t\u00e9 prouv\u00e9s qu\u2019apr\u00e8s des d\u00e9cennies d\u2019utilisation dans de nombreux produits. \u00c0 signaler que la zone de stockage susmentionn\u00e9e a \u00e9t\u00e9 hautement s\u00e9curis\u00e9e, a pr\u00e9cis\u00e9 la m\u00eame source.
