Lors d&rsquo;une audition devant la Commission des finances et du budget de l&rsquo;Assembl\u00e9e populaire nationale, Mme Abdelatif a pr\u00e9sent\u00e9 hier un bilan encourageant. Ainsi, sur la p\u00e9riode janvier-ao\u00fbt 2024, les recettes fiscales ordinaires (hors imp\u00f4t sur le revenu global \/ salaires et traitements) ont atteint 3000 milliards de dinars, soit une augmentation de 6,8 % par rapport \u00e0 la m\u00eame p\u00e9riode en 2023 o\u00f9 elles s&rsquo;\u00e9levaient \u00e0 2817 milliards de dinars. Cette progression s&rsquo;inscrit dans une dynamique positive observ\u00e9e ces derni\u00e8res ann\u00e9es. Mme Abdelatif a soulign\u00e9 une augmentation des recettes fiscales ordinaires de 37,9 % en 2023 par rapport \u00e0 2018, de 25 % par rapport \u00e0 2019 et de 14,3 % par rapport \u00e0 2022.<\/p>\n\n\n\n<p>L&rsquo;importance croissante des recettes fiscales ordinaires dans le budget de l&rsquo;\u00c9tat a \u00e9t\u00e9 mise en avant par la DGI. En 2023, elles ont atteint 4232,5 milliards de dinars, repr\u00e9sentant 72 % des recettes hors hydrocarbures (estim\u00e9es \u00e0 5879,1 milliards de dinars). \u00c0 titre de comparaison, les recettes fiscales p\u00e9troli\u00e8res s&rsquo;\u00e9levaient \u00e0 5577 milliards de dinars la m\u00eame ann\u00e9e.<\/p>\n\n\n\n<p>Le projet de loi de finances pour 2025 pr\u00e9voit plusieurs mesures fiscales visant \u00e0 consolider cette tendance positive. Selon Mme Abdelatif, ces dispositions s&rsquo;inscrivent \u00ab\u00a0dans les orientations strat\u00e9giques de l&rsquo;\u00c9tat aux niveaux \u00e9conomique et social, conform\u00e9ment aux instructions du Pr\u00e9sident de la R\u00e9publique\u00a0\u00bb. Elles visent notamment \u00e0 am\u00e9liorer le pouvoir d&rsquo;achat, \u00e0 pr\u00e9server le cadre de vie des citoyens, et \u00e0 mobiliser des ressources fiscales suppl\u00e9mentaires en fonction des capacit\u00e9s de chaque contribuable, sans augmenter la pression fiscale. Parmi les mesures phares figure la restructuration du r\u00e9gime de l&rsquo;imp\u00f4t forfaitaire unique (IFU). Le projet propose d&rsquo;\u00e9largir la liste des activit\u00e9s exclues de ce r\u00e9gime et d&rsquo;augmenter le montant minimum de l&rsquo;IFU \u00e0 30 000 dinars\/an (contre 10 000 dinars\/an actuellement).
