Construite sur une savane d\u00e9serte entre 1956 et 1960, cette ville qui allait remplacer Rio de Janeiro en tant que capitale du pays naissait des efforts communs de l\u2019urbaniste L\u00facio Costa et de l\u2019architecte Oscar Niemeyer. Caract\u00e9ris\u00e9e par sa forme en aile d\u2019avion, Bras\u00edlia est devenue un puissant symbole, repr\u00e9sentant l\u2019une des plus pures incarnations de l\u2019espoir, de la splendeur et de l\u2019ing\u00e9niosit\u00e9 de l\u2019architecture du XXe si\u00e8cle. Il suffit n\u00e9anmoins de passer quelques heures dans cette m\u00e9tropole utopique \u2013 qui figure au patrimoine mondial de l\u2019UNESCO depuis 1987 \u2013 pour observer combien elle souffre de d\u00e9faillances en termes d\u2019urbanisme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le probl\u00e8me le plus \u00e9vident r\u00e9side dans un ensemble de choix qui privil\u00e9gient les automobilistes. Cette puissance de l\u2019automobile se trouve consolid\u00e9e par l\u2019axe principal de Bras\u00edlia, l\u2019Eixo Monumental, long de 15 kilom\u00e8tres. Si la conduite sur cet axe \u2013 au milieu d\u2019\u00e9tendues vertes et de monuments majestueux \u2013 peut sembler agr\u00e9able, les possibilit\u00e9s pi\u00e9tonnes se trouvent limit\u00e9es par des segments entiers de trottoirs inexistants. Le paysage urbain appara\u00eet davantage con\u00e7u pour les selfies spectaculaires que pour le plaisir de s\u2019a\u00e9rer en marchant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u00e0 o\u00f9 les municipalit\u00e9s du monde entier rivalisent aujourd\u2019hui pour rendre leurs rues plus s\u00fbres pour les pi\u00e9tons et les cyclistes, moteurs vrombissants et pneus crissants dans Bras\u00edlia rappellent bruyamment combien les urbanistes du XXe si\u00e8cle ont \u00e9t\u00e9 nombreux \u00e0 imaginer un avenir inextricablement li\u00e9 \u00e0 l\u2019automobile. Nous voici aujourd\u2019hui en difficult\u00e9 pour surmonter les visions qu\u2019ils ont pav\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 Bras\u00edlia, la vision est celle d\u2019une existence qui ne peut avoir lieu qu\u2019au travers des art\u00e8res routi\u00e8res de la ville. Les immeubles se situent \u00e0 une distance importante les uns des autres, s\u00e9par\u00e9s par de larges esplanades. Les chefs-d\u2019\u0153uvre de Niemeyer nous consolent certes par leurs formes courb\u00e9es, des formes, \u00e9crit-il, que \u00ab l\u2019on retrouve dans les montagnes, les vagues en mer, et le corps de la femme que nous aimons \u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019absence de configuration urbaine traditionnelle est toutefois synonyme d\u2019une Bras\u00edlia socialement plus pauvre. Les espaces publics manquent cruellement \u2013 ceux qui restent ressemblant davantage \u00e0 des vestiges \u2013 et les rues sont priv\u00e9es de leur signification historique en tant que lieux de rencontre et de discussion. Elles ne sont qu\u2019une parodie grossi\u00e8re de l\u2019infrastructure urbaine v\u00e9ritable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une autre d\u00e9faillance de Bras\u00edlia r\u00e9side dans sa division structurelle rigide, qui affecte encore davantage l\u2019urbanisme de la ville. Lors de l\u2019une de mes premi\u00e8res visites \u00e0 Bras\u00edlia, j\u2019admirais la cath\u00e9drale de Niemeyer, qui resplendit par ses pistils de b\u00e9ton sur l\u2019Esplanada dos Minist\u00e9rios, lorsqu\u2019un jeune ing\u00e9nieur local de notre d\u00e9l\u00e9gation a eu ce trait d\u2019esprit tout \u00e0 fait juste : \u00ab Vous savez ce qui en r\u00e9alit\u00e9 ne fonctionne pas dans cette ville ? Le quartier des caf\u00e9s se situe trop loin de celui du sucre. \u00bb<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette plaisanterie r\u00e9v\u00e8le l\u2019une des limites fondamentales \u00e0 la fois du design Plano Piloto de Costa, et des principes d\u2019urbanisme modernes de mani\u00e8re g\u00e9n\u00e9rale : une strat\u00e9gie de zonage dogmatique entrave les possibilit\u00e9s de croissance urbaine organique. \u00c0 Bras\u00edlia, vous pouvez vous retrouver dans un quartier monofonctionnel, compos\u00e9 par exemple en quasi-totalit\u00e9 d\u2019h\u00f4tels ennuyeux et sans int\u00e9r\u00eat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Autrement dit, loin d\u2019adopter la complexit\u00e9, la capitale du Br\u00e9sil la rejette, comme si la ville pouvait \u00eatre r\u00e9duite \u00e0 un th\u00e9or\u00e8me. Il y a un demi-si\u00e8cle, le math\u00e9maticien et architecte Christopher Alexander posait d\u00e9j\u00e0 un diagnostic c\u00e9l\u00e8bre autour de cette erreur, dans Une ville n\u2019est pas un arbre. Une m\u00e9tropole ne saurait ob\u00e9ir \u00e0 des hi\u00e9rarchies et ordres pr\u00e9d\u00e9finis, de type diagramme en arborescence, mais devrait davantage ressembler \u00e0 un r\u00e9seau d\u2019\u00e9l\u00e9ments interconnect\u00e9s. En tentant de r\u00e9duire la complexit\u00e9 urbaine, les designers de Bras\u00edlia ont an\u00e9anti cette spontan\u00e9it\u00e9 qui constitue l\u2019une des caract\u00e9ristiques les plus stimulantes de l\u2019exp\u00e9rience urbaine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fort heureusement, Bras\u00edlia n\u2019est pas une cit\u00e9 perdue. Plus vous apprenez \u00e0 conna\u00eetre ses habitants, plus vous comprenez comment, au fil du temps, la vie finit toujours par l\u2019emporter. Les pousadas, par exemple \u2013 petits h\u00f4tels g\u00e9r\u00e9s de mani\u00e8re familiale \u2013 sont apparus partout afin d\u2019emmener les touristes hors des zones h\u00f4teli\u00e8res traditionnelles de la ville. Ces initiatives d\u2019\u00ab acuponcture urbaine \u00bb apportent une touche de chaos agr\u00e9able dans la conception moderniste rigide de Bras\u00edlia. Ce ph\u00e9nom\u00e8ne de vie \u2013 ou \u00e0 tout le moins de survie \u2013 triomphant sur l\u2019imposition de choix issus du sommet constitue un th\u00e8me central de l\u2019histoire de l\u2019Am\u00e9rique latine, notamment chez les populations indig\u00e8nes qui r\u00e9sistent \u00e0 l\u2019oubli social et culturel depuis l\u2019arriv\u00e9e des conqu\u00e9rants europ\u00e9ens il y a cinq si\u00e8cles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les urbanistes d\u2019aujourd\u2019hui doivent notamment avoir pour priorit\u00e9 d\u2019acc\u00e9l\u00e9rer cette dynamique. De nombreuses possibilit\u00e9s existent en ce sens, pour certaines relativement simples. L\u2019\u00e9largissement des voies pi\u00e9tonnes et cyclables permettrait par exemple de modifier notre appr\u00e9ciation de la ville. \u00c0 moyen terme, de nouveaux quartiers pourraient \u00eatre cr\u00e9\u00e9s \u00e0 Bras\u00edlia tout en pr\u00e9servant le Plano Piloto initial, ainsi qu\u2019en promouvant un plus grand m\u00e9lange des fonctions, et davantage de complexit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les lacunes de conception de Bras\u00edlia produisent un enseignement essentiel pour de nombreuses autres villes. En r\u00e9sistant \u00e0 la tentation de combler chaque m\u00e8tre carr\u00e9 d\u2019espace libre sur leur plan, et en laissant exister autant de zones blanches que possible, architectes et urbanistes peuvent permettre aux \u00eatre humains et \u00e0 l\u2019\u00e9coulement du temps de cocr\u00e9er une ville aussi spontan\u00e9e que la vie. L\u2019\u00e9crivain Umberto Eco appelait cette notion le \u00ab travail ouvert \u00bb, qu\u2019il opposait aux feuilles de route impos\u00e9es depuis le sommet. Aujourd\u2019hui, nous pouvons emprunter \u00e0 la science informatique, et insister pour que \u00ab l\u2019open work \u00bb deviennent \u00ab l\u2019open source \u00bb, en sollicitant les contributions de diff\u00e9rents acteurs, et en les r\u00e9compensant encore davantage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lors de mon dernier d\u00e9part de Bras\u00edlia, une phrase de Le Corbusier m\u2019est venue \u00e0 l\u2019esprit. Le grand architecte franco-suisse, l\u2019un des plus influents du XXe si\u00e8cle, a contribu\u00e9 \u00e0 l\u2019\u00e9laboration des principes d\u2019urbanisme modernistes qui ont donn\u00e9 naissance \u00e0 Bras\u00edlia.
