France-Alg\u00e9rie: Retailleau surf sur l’escalade des tensions<\/strong><\/p>\n\n\n\n

Le ministre fran\u00e7ais de l’Int\u00e9rieur, Bruno Retailleau revient \u00e0 la charge alimente une nouvelle escalade de la crise diplomatique entre la France et l’Alg\u00e9rie. S’exprimant hier sur BFMTV et RMC, le responsable fran\u00e7ais a d\u00e9lib\u00e9r\u00e9ment opt\u00e9 pour une posture de confrontation en plaidant ouvertement pour \u00ab\u00a0un rapport de force\u00a0\u00bb avec Alger et en mena\u00e7ant de prendre \u00ab\u00a0de nouvelles mesures\u00a0\u00bb si la situation restait inchang\u00e9e.<\/p>\n\n\n\n

Ces propos interviennent au lendemain d’une rencontre qu’il a organis\u00e9e, conjointement avec le ministre des Affaires \u00e9trang\u00e8res Jean No\u00ebl Barrot, avec les douze diplomates fran\u00e7ais expuls\u00e9s d’Alg\u00e9rie mi-avril. Une nouvelle intervention qui illustre la mani\u00e8re dont Retailleau s’approprie des dossiers relevant traditionnellement de la diplomatie fran\u00e7aise. En instrumentalisant la dimension \u00e9motionnelle de cette affaire, le ministre de l’Int\u00e9rieur tente visiblement de capitaliser sur cette crise \u00e0 des fins politiques personnelles. \u00ab\u00a0Je leur ai parl\u00e9 individuellement, tous \u00e9taient tr\u00e8s choqu\u00e9s. Vous vous rendez compte que certains d’entre eux ont laiss\u00e9 leur famille, ils ont des jeunes enfants qui sont scolaris\u00e9s, d’autres ont une \u00e9pouse ou une compagne qui est alg\u00e9rienne\u00a0\u00bb, a-t-il d\u00e9clar\u00e9 avec emphase, cherchant manifestement \u00e0 susciter l’indignation de l’opinion publique fran\u00e7aise. La crise actuelle a \u00e9t\u00e9 d\u00e9clench\u00e9e le 3 avril dernier par l’arrestation et l’incarc\u00e9ration d’un agent consulaire alg\u00e9rien \u00e0 Paris, une provocation d\u00e9lib\u00e9r\u00e9e avec une op\u00e9ration spectacle men\u00e9e par les services de la DGSI sous la tutelle de Retailleau. En r\u00e9ponse, l’Alg\u00e9rie avait demand\u00e9 le 14 avril \u00e0 douze agents fran\u00e7ais de quitter le territoire national sous 48 heures, mesure \u00e0 laquelle Paris avait r\u00e9pliqu\u00e9 de mani\u00e8re similaire deux jours plus tard.<\/p>\n\n\n\n

Une rh\u00e9torique belliciste<\/p>\n\n\n\n

Loin de chercher l’apaisement qui serait pourtant n\u00e9cessaire apr\u00e8s ces \u00e9changes de repr\u00e9sailles diplomatiques, Bruno Retailleau adopte une rh\u00e9torique belliciste et menace d\u00e9sormais de remettre en cause l’accord de 2013 qui exempte de visa les porteurs alg\u00e9riens et fran\u00e7ais de passeports diplomatiques. \u00ab\u00a0C’est une exception d’ailleurs par rapport aux autres pays du Maghreb. Je pense qu’il faut suspendre cet accord, et puis il y a aussi d’autres voies, d’autres moyens\u00a0\u00bb, a-t-il ajout\u00e9 de fa\u00e7on \u00e9quivoque. Cette attitude agressive du ministre fran\u00e7ais intervient dans un contexte particuli\u00e8rement sensible, alors que les deux pays venaient tout juste de sortir d’une pr\u00e9c\u00e9dente crise diplomatique qui avait dur\u00e9 huit mois. En s’immis\u00e7ant dans des domaines qui rel\u00e8vent traditionnellement de la comp\u00e9tence du minist\u00e8re des Affaires \u00e9trang\u00e8res, Bruno Retailleau semble davantage motiv\u00e9 par des consid\u00e9rations de politique int\u00e9rieure et des ambitions personnelles que par la recherche d’une r\u00e9solution constructive du diff\u00e9rend avec l’Alg\u00e9rie. Le secr\u00e9taire d’\u00c9tat charg\u00e9 de la Communaut\u00e9 nationale \u00e0 l’\u00e9tranger, Sofiane Chaib, n’avait d’ailleurs pas manqu\u00e9 de souligner il y a quelques que le ministre fran\u00e7ais \u00ab\u00a0assume enti\u00e8rement la responsabilit\u00e9 de cette nouvelle situation cr\u00e9\u00e9e dans un contexte tout \u00e0 fait particulier\u00a0\u00bb. Cette ing\u00e9rence d’un ministre de l’Int\u00e9rieur dans les affaires \u00e9trang\u00e8res fran\u00e7aises et son acharnement \u00e0 envenimer les relations avec l’Alg\u00e9rie interrogent sur les v\u00e9ritables motivations qui animent Bruno Retailleau, dont les prises de position semblent davantage dict\u00e9es par des calculs politiques personnels que par l’int\u00e9r\u00eat des relations bilat\u00e9rales.<\/p>\n\n\n\n
