Intervenant \u00e0 l\u2019ouverture officielle des r\u00e9unions annuelles du Forum de l\u2019administration fiscale africaine (ATAF), organis\u00e9es au Centre international des conf\u00e9rences \u00ab Abdellatif Rahal \u00bb sous le th\u00e8me <em>\u00ab Adoption d\u2019approches efficaces et cibl\u00e9es pour des syst\u00e8mes fiscaux \u00e9quitables \u00bb<\/em>, M. Bouzred a estim\u00e9 que \u00ab le Forum pourra jouer un r\u00f4le important dans l\u2019unification des efforts des pays africains et de leurs administrations fiscales pour atteindre l\u2019efficacit\u00e9 et les objectifs permettant de g\u00e9rer le d\u00e9veloppement de mani\u00e8re \u00e9quilibr\u00e9e, en particulier dans le cadre de la justice sociale \u00bb.<\/p>\n\n\n\n<p>Le ministre a rappel\u00e9 que l\u2019administration fiscale constitue, dans tous les pays, un levier essentiel du financement public et un outil d\u2019\u00e9quit\u00e9 \u00e9conomique. \u00ab Elle rev\u00eat une importance particuli\u00e8re pour les \u00c9tats africains encore en phase de d\u00e9veloppement et en qu\u00eate de voies pour acc\u00e9l\u00e9rer leur progression et atteindre leurs objectifs \u00bb, a-t-il pr\u00e9cis\u00e9, soulignant la n\u00e9cessit\u00e9 d\u2019adapter les syst\u00e8mes fiscaux aux r\u00e9alit\u00e9s \u00e9conomiques du continent. Les travaux de l\u2019ATAF, qui r\u00e9unissent des responsables gouvernementaux, des repr\u00e9sentants d\u2019organisations patronales et des experts africains, visent \u00e0 \u00e9changer sur les moyens d\u2019am\u00e9liorer la mobilisation des ressources internes, \u00e0 un moment o\u00f9 de nombreux pays font face \u00e0 la contraction de l\u2019aide internationale et \u00e0 la hausse des besoins sociaux.<\/p>\n\n\n\n<p>Le pr\u00e9sident du Forum, Edward Kieswetter, a, pour sa part, appel\u00e9 \u00e0 \u00ab l\u2019unification des efforts en vue de r\u00e9aliser la vision de l\u2019Agenda 2063 de l\u2019Union africaine pour une Afrique int\u00e9gr\u00e9e, prosp\u00e8re et financi\u00e8rement autonome \u00bb. Il a insist\u00e9 sur la n\u00e9cessit\u00e9 pour le continent de valoriser ses \u00ab richesses naturelles immenses \u00bb et ses \u00ab esprits cr\u00e9atifs \u00bb afin de b\u00e2tir une \u00e9conomie plus r\u00e9siliente et inclusive. De son c\u00f4t\u00e9, la secr\u00e9taire ex\u00e9cutive de l\u2019ATAF, Mary Baine, a rappel\u00e9 que les recettes fiscales \u00ab constituent la cl\u00e9 du financement du d\u00e9veloppement durable en Afrique \u00bb, invitant les \u00c9tats \u00e0 \u00ab passer du discours \u00e0 l\u2019action \u00bb et \u00e0 mettre en \u0153uvre des solutions adapt\u00e9es \u00e0 leurs contextes nationaux. Elle a soulign\u00e9 que \u00ab la conformit\u00e9 fiscale doit reposer sur la confiance et non sur la crainte \u00bb, plaidant pour une administration modernis\u00e9e par la technologie et la num\u00e9risation, garantes selon elle \u00ab d\u2019efficacit\u00e9 et d\u2019\u00e9quit\u00e9 dans le recouvrement \u00bb.
