Au c\u0153ur des \u00e9changes : le d\u00e9veloppement des infrastructures, la diversification de la production et l&rsquo;\u00e9largissement du public.<\/p>\n\n\n\n<p>Cette nouvelle s\u00e9ance de travail s&rsquo;inscrit dans une d\u00e9marche concert\u00e9e que la ministre a engag\u00e9e depuis plusieurs semaines avec les acteurs du septi\u00e8me art alg\u00e9rien. L&rsquo;objectif affich\u00e9 est de construire collectivement une vision strat\u00e9gique capable de relever les multiples d\u00e9fis auxquels fait face le cin\u00e9ma national, tout en valorisant son potentiel cr\u00e9atif et \u00e9conomique.&nbsp;Les discussions ont notamment port\u00e9 sur l&rsquo;importance du film documentaire, pr\u00e9sent\u00e9 dans le communiqu\u00e9 officiel comme \u00ab\u00a0l&rsquo;une des formes d&rsquo;expression cin\u00e9matographique les plus importantes\u00a0\u00bb et un outil essentiel pour \u00ab\u00a0documenter la r\u00e9alit\u00e9 sociale, pr\u00e9server la m\u00e9moire collective et accompagner les transformations soci\u00e9tales\u00a0\u00bb. Cette reconnaissance du genre documentaire t\u00e9moigne d&rsquo;une volont\u00e9 de ne pas limiter le soutien public au seul cin\u00e9ma de fiction, mais d&#8217;embrasser la diversit\u00e9 des formes narratives.&nbsp;La ministre et ses interlocuteurs ont \u00e9galement insist\u00e9 sur la n\u00e9cessit\u00e9 d&rsquo;adopter \u00ab\u00a0une approche int\u00e9gr\u00e9e qui combine le cin\u00e9ma commercial et le cin\u00e9ma d&rsquo;auteur\u00a0\u00bb, permettant ainsi de \u00ab\u00a0stimuler la dynamique \u00e9conomique du cin\u00e9ma alg\u00e9rien tout en pr\u00e9servant le bon go\u00fbt et en rehaussant la valeur artistique et esth\u00e9tique des \u0153uvres\u00a0\u00bb. Cette double exigence artistique et commerciale constitue l&rsquo;un des d\u00e9fis majeurs de toute politique cin\u00e9matographique ambitieuse : comment concilier viabilit\u00e9 \u00e9conomique et ambition cr\u00e9ative ?<\/p>\n\n\n\n<p>L&rsquo;un des axes majeurs de r\u00e9flexion a concern\u00e9 l&rsquo;exploitation des salles de cin\u00e9ma, infrastructure cruciale mais longtemps n\u00e9glig\u00e9e en Alg\u00e9rie. Les participants ont \u00e9voqu\u00e9 \u00ab\u00a0des mod\u00e8les innovants d&rsquo;exploitation des salles de cin\u00e9ma, notamment en ouvrant la voie \u00e0 des op\u00e9rateurs priv\u00e9s qualifi\u00e9s selon des cahiers des charges pr\u00e9cis\u00a0\u00bb. Ces cahiers des charges devront garantir \u00ab\u00a0la qualit\u00e9 de la gestion et la durabilit\u00e9 de l&rsquo;activit\u00e9\u00a0\u00bb, tout en contribuant \u00e0 \u00ab\u00a0cr\u00e9er un environnement \u00e9conomique propice au d\u00e9veloppement d&rsquo;une industrie cin\u00e9matographique nationale durable\u00a0\u00bb. Cette ouverture ma\u00eetris\u00e9e au secteur priv\u00e9 pourrait constituer un tournant dans la gestion du parc de salles alg\u00e9rien, \u00e0 condition que les crit\u00e8res de s\u00e9lection et de contr\u00f4le soient effectivement respect\u00e9s.<\/p>\n\n\n\n<p>La question des cin\u00e9-clubs a \u00e9galement occup\u00e9 une place centrale dans les d\u00e9bats. Leur r\u00f4le dans \u00ab\u00a0l&rsquo;animation de la sc\u00e8ne culturelle, l&rsquo;\u00e9largissement de la base de r\u00e9ception cin\u00e9matographique et la construction d&rsquo;une conscience esth\u00e9tique et critique aupr\u00e8s du public, en particulier les jeunes\u00a0\u00bb a \u00e9t\u00e9 soulign\u00e9. Ces structures, qui furent florissantes dans les ann\u00e9es&nbsp;70&nbsp;et&nbsp;80&nbsp;avant de d\u00e9cliner, sont per\u00e7ues comme des espaces privil\u00e9gi\u00e9s pour \u00ab\u00a0ancrer une culture du visionnage conscient\u00a0\u00bb en accompagnant les projections de discussions et d&rsquo;analyses. Le communiqu\u00e9 \u00e9voque la n\u00e9cessit\u00e9 de \u00ab\u00a0soutenir ces clubs et d&rsquo;encadrer leurs activit\u00e9s afin de renforcer la pr\u00e9sence du cin\u00e9ma dans l&rsquo;espace culturel public\u00a0\u00bb.<\/p>\n\n\n\n<p>Dans cette perspective, le r\u00f4le de la F\u00e9d\u00e9ration des cin\u00e9-clubs a \u00e9t\u00e9 mis en avant comme \u00ab\u00a0cadre organisationnel f\u00e9d\u00e9rateur\u00a0\u00bb charg\u00e9 de \u00ab\u00a0coordonner les efforts, d&rsquo;unifier les programmes et de renforcer la coop\u00e9ration entre les diff\u00e9rents cin\u00e9-clubs \u00e0 travers le pays\u00a0\u00bb, permettant ainsi de concr\u00e9tiser \u00ab\u00a0un projet culturel cin\u00e9matographique organis\u00e9 et durable\u00a0\u00bb.<\/p>\n\n\n\n<p>Ces \u00e9changes font suite \u00e0 une deuxi\u00e8me rencontre qui avait abord\u00e9 d&rsquo;autres probl\u00e9matiques essentielles, notamment \u00ab\u00a0l&rsquo;orientation de la production cin\u00e9matographique vers le public\u00a0\u00bb et \u00ab\u00a0l&rsquo;\u00e9tude de la demande cin\u00e9matographique comme point d&rsquo;entr\u00e9e fondamental pour cr\u00e9er une dynamique durable entre l&rsquo;\u0153uvre cin\u00e9matographique et le spectateur\u00a0\u00bb. Une attention particuli\u00e8re avait \u00e9t\u00e9 accord\u00e9e \u00e0 la n\u00e9cessit\u00e9 que les films refl\u00e8tent \u00ab\u00a0la diversit\u00e9 culturelle, linguistique et identitaire de la soci\u00e9t\u00e9 alg\u00e9rienne\u00a0\u00bb, tout en encourageant \u00ab\u00a0le soutien aux premi\u00e8res \u0153uvres et au court m\u00e9trage en tant qu&rsquo;espaces d&rsquo;exp\u00e9rimentation et de d\u00e9couverte de nouveaux talents\u00a0\u00bb.&nbsp;Le d\u00e9veloppement des infrastructures, l&rsquo;investissement dans la formation de comp\u00e9tences pluridisciplinaires, l&rsquo;adoption de crit\u00e8res qualitatifs dans la s\u00e9lection et le soutien aux projets cin\u00e9matographiques consacrant \u00ab\u00a0la qualit\u00e9, l&rsquo;innovation et la transparence\u00a0\u00bb figuraient \u00e9galement au programme de ces consultations.<\/p>\n\n\n\n<p>En conclusion de la rencontre, la ministre a r\u00e9affirm\u00e9 la disponibilit\u00e9 de son d\u00e9partement \u00e0 \u00ab\u00a0accompagner et soutenir ces initiatives, afin de renforcer la participation culturelle et d&rsquo;\u00e9largir la base de r\u00e9ception cin\u00e9matographique\u00a0\u00bb.
