Pendant que Rome et Hano\u00ef courtisent le gaz alg\u00e9rien, Paris paie le prix d’une brouille diplomatique jug\u00e9e \u00ab sans raison valable \u00bb par l’ancienne ministre.<\/em> Alors que l’Europe se dispute les faveurs d’Alger pour s\u00e9curiser ses approvisionnements en gaz, la France fait cavalier seul, p\u00e9nalis\u00e9e par une brouille diplomatique que l’ancienne ministre S\u00e9gol\u00e8ne Royal juge aussi co\u00fbteuse qu’injustifi\u00e9e. Dans un message publi\u00e9 vendredi sur le r\u00e9seau social X, la pr\u00e9sidente de l’Association France-Alg\u00e9rie a s\u00e9v\u00e8rement mis en cause la d\u00e9cision d’Emmanuel Macron de suspendre les relations diplomatiques avec Alger, d\u00e9non\u00e7ant \u00ab l’absurdit\u00e9 du conflit avec nos voisins producteurs de gaz, comme l’Alg\u00e9rie \u00bb dans un contexte mondial marqu\u00e9 par une flamb\u00e9e des prix de l’\u00e9nergie.<\/p>\n\n\n\n

La sortie de S\u00e9gol\u00e8ne Royal intervient dans un contexte \u00e9nerg\u00e9tique particuli\u00e8rement tendu. La guerre isra\u00e9lo-am\u00e9ricaine contre l’Iran et la fermeture du d\u00e9troit d’Ormuz ont brutalement perturb\u00e9 les flux p\u00e9troliers et gaziers en provenance du Golfe, renfor\u00e7ant d’un coup la position strat\u00e9gique de l’Alg\u00e9rie sur le march\u00e9 europ\u00e9en. Pendant que Paris reste \u00e0 l’\u00e9cart, Rome s’active : l’Italie, qui s’approvisionne d\u00e9j\u00e0 \u00e0 hauteur d’un tiers de sa consommation en gaz aupr\u00e8s d’Alger, a entam\u00e9 de nouveaux pourparlers bilat\u00e9raux, et la pr\u00e9sidente du Conseil Giorgia Meloni doit effectuer une visite officielle le 28 mars prochain pour en approfondir les termes. Plus loin encore, le Premier ministre vietnamien Pham Minh Chinh a, le 18 mars dernier, sollicit\u00e9 officiellement la \u00ab solidarit\u00e9 \u00bb de l’Alg\u00e9rie face \u00e0 la grave crise \u00e9nerg\u00e9tique que traverse son pays, illustrant le rayonnement croissant d’Alger sur la sc\u00e8ne internationale.<\/p>\n\n\n\n

C’est dans ce tableau que S\u00e9gol\u00e8ne Royal enfonce le clou. D\u00e9non\u00e7ant les \u00ab insultes \u00bb r\u00e9p\u00e9t\u00e9es adress\u00e9es \u00e0 l’Alg\u00e9rie par certains responsables politiques fran\u00e7ais, elle estime que la suspension des relations diplomatiques par le pr\u00e9sident Macron a \u00e9t\u00e9 d\u00e9cid\u00e9e \u00ab sans raison valable \u00bb, au moment m\u00eame o\u00f9 le reste de l’Europe s’emploie \u00e0 courtiser Alger. Pour l’ancienne candidate \u00e0 la pr\u00e9sidentielle, la le\u00e7on est simple et universelle : \u00ab le chaos mondial rappelle une nouvelle fois ce principe : s’entendre avec ses voisins est la base de la paix et du d\u00e9veloppement \u00bb. Un avertissement d’autant plus direct qu’il s’adresse au locataire de l’\u00c9lys\u00e9e en pleine p\u00e9riode de tensions g\u00e9opolitiques o\u00f9 chaque erreur de calcul diplomatique se paye cash sur les march\u00e9s de l’\u00e9nergie.<\/p>\n\n\n\n

La France appara\u00eet ainsi doublement isol\u00e9e : diplomatiquement, par le gel de ses relations avec Alger ; \u00e9conomiquement, par son incapacit\u00e9 \u00e0 n\u00e9gocier des accords gaziers au moment o\u00f9 ses partenaires europ\u00e9ens consolident les leurs. Les consommateurs fran\u00e7ais pourraient \u00e0 terme en supporter les cons\u00e9quences, dans un pays d\u00e9j\u00e0 fragilis\u00e9 par la volatilit\u00e9 des prix de l’\u00e9nergie. Royal, qui pr\u00e9side une association d\u00e9di\u00e9e au renforcement des liens entre les deux rives de la M\u00e9diterran\u00e9e, plaide pour un dialogue pragmatique et d\u00e9passionn\u00e9, seul \u00e0 m\u00eame, selon elle, d’\u00e9viter des cons\u00e9quences \u00ab \u00e9conomiques et g\u00e9opolitiques plus lourdes \u00bb.
