Coop\u00e9ration \u00e9conomique et s\u00e9curitaire au menu<\/strong><\/p>\n\n\n\n

Le sous-secr\u00e9taire d’\u00c9tat am\u00e9ricain Christopher Landau arrive \u00e0 Alger dimanche 27 avril pour une visite de travail qui s’\u00e9tend jusqu’au 1er mai. Il sera le deuxi\u00e8me haut responsable de l’administration Trump \u00e0 se rendre en Alg\u00e9rie en moins de trois mois, apr\u00e8s Massad Boulos en janvier. L’ordre du jour officiel m\u00eale s\u00e9curit\u00e9 r\u00e9gionale et contrats commerciaux avec des entreprises am\u00e9ricaines.<\/p>\n\n\n\n

Le d\u00e9partement d’\u00c9tat a annonc\u00e9 vendredi que Christopher Landau, num\u00e9ro deux de Marco Rubio, se rendra en Alg\u00e9rie puis au Maroc du 27 avril au 1er mai. \u00c0 Alger, il rencontrera des responsables alg\u00e9riens pour discuter de l’approfondissement des relations bilat\u00e9rales, avec deux priorit\u00e9s affich\u00e9es : les efforts conjoints pour r\u00e9pondre aux enjeux de s\u00e9curit\u00e9 r\u00e9gionale et les accords commerciaux importants avec des entreprises am\u00e9ricaines.<\/p>\n\n\n\n

Ce d\u00e9placement intervient dans un contexte de r\u00e9chauffement sensible entre Alger et Washington. Fin janvier, Massad Boulos, conseiller sp\u00e9cial du pr\u00e9sident Donald Trump pour l’Afrique et le Moyen-Orient, avait \u00e9t\u00e9 re\u00e7u par le pr\u00e9sident Tebboune. \u00c0 l’issue de cet entretien, il avait mis en avant \u00ab les importantes potentialit\u00e9s d’\u00e9largissement des relations commerciales entre les deux pays \u00bb et \u00e9voqu\u00e9 une convergence de vues sur les grands enjeux de s\u00e9curit\u00e9 dans la r\u00e9gion. Les deux pays avaient \u00e9galement sign\u00e9, en janvier 2025, un m\u00e9morandum dans le domaine de la d\u00e9fense.<\/p>\n\n\n\n

Sur le volet \u00e9conomique, la visite de Landau co\u00efncide avec le lancement de la deuxi\u00e8me phase du projet Baladna, une ferme bovine g\u00e9ante dont le co\u00fbt total d\u00e9passe 635 millions de dollars. Cette phase pr\u00e9voit l’importation de 30 000 vaches en provenance des \u00c9tats-Unis \u00e0 partir de novembre 2026. L’objectif final est de couvrir 50 % des besoins de l’Alg\u00e9rie en poudre de lait. Au-del\u00e0 de l’agroalimentaire, Washington s’int\u00e9resse aux r\u00e9serves de gaz de schiste du pays et \u00e0 ses minerais rares, secteurs o\u00f9 des discussions exploratoires seraient en cours. L’Alg\u00e9rie est en effet, entr\u00e9e dans une phase d\u00e9cisive de partenariat avec les g\u00e9ants am\u00e9ricains ExxonMobil et Chevron pour le d\u00e9veloppement de son secteur \u00e9nerg\u00e9tique, particuli\u00e8rement dans l’exploration et l’exploitation des hydrocarbures. Un accord a \u00e9t\u00e9 sign\u00e9 en janvier 2025 avec Chevron pour \u00e9valuer le potentiel des ressources en hydrocarbures offshore en mer M\u00e9diterran\u00e9e, tandis qu\u2019avec ExxonMobil, des accords pr\u00e9liminaires ont \u00e9t\u00e9 conclus pour d\u00e9velopper les ressources dans le bassin de l’Ahnet et le bassin de Berkine. Le groupe envisage notamment l’installation d’unit\u00e9s mobiles de traitement sur site pour r\u00e9duire les co\u00fbts logistiques.<\/p>\n\n\n\n

S\u00e9curit\u00e9 r\u00e9gionale<\/strong><\/p>\n\n\n\n

La s\u00e9curit\u00e9 r\u00e9gionale occupe une place centrale dans le programme de Landau. Le Sahel, en proie \u00e0 une instabilit\u00e9 persistante depuis plusieurs ann\u00e9es, figure en t\u00eate des pr\u00e9occupations communes. Alger, qui partage des fronti\u00e8res avec le Mali, le Niger et la Libye, reste un interlocuteur incontournable pour Washington sur ce dossier.<\/p>\n\n\n\n

La visite co\u00efncide \u00e9galement avec des d\u00e9veloppements acc\u00e9l\u00e9r\u00e9s autour du dossier du Sahara occidental. Bien que le d\u00e9partement d’\u00c9tat n’ait pas mentionn\u00e9 explicitement ce sujet dans sa communication officielle, il est largement attendu qu’il figure \u00e0 l’agenda. Le d\u00e9placement arrive \u00e0 quelques jours de la pr\u00e9sentation par le secr\u00e9taire g\u00e9n\u00e9ral de l’ONU Ant\u00f3nio Guterres d’un rapport strat\u00e9gique sur le mandat de la MINURSO devant le Conseil de s\u00e9curit\u00e9, pr\u00e9vue le 30 avril.<\/p>\n\n\n\n
