Former les comp\u00e9tences pour la r\u00e9volution de l\u2019IA<\/strong><\/p>\n\n\n\n

Deux ministres, un m\u00eame institut, et une ambition affich\u00e9e : doter l’Alg\u00e9rie de comp\u00e9tences locales en intelligence artificielle avant que le retard ne se creuse davantage. Ce dimanche \u00e0 Rahmania, dans la banlieue alg\u00e9roise, la ministre de l\u2019Enseignement et de la Formation professionnels Nassima Arhab et le ministre de l’\u00c9conomie de la connaissance, des Start-up et des Micro-entreprises, Noureddine Ouadah ont copr\u00e9sid\u00e9 le lancement officiel du Programme national de formation en IA, au sein de l’Institut national sp\u00e9cialis\u00e9 de formation professionnelle. Une initiative interminist\u00e9rielle qui entend r\u00e9pondre \u00e0 une urgence concr\u00e8te : former vite, former bien, et ouvrir derri\u00e8re la voie vers l’entrepreneuriat. Le dispositif n’est pas sorti de nulle part. La formation des formateurs avait d\u00e9j\u00e0 d\u00e9but\u00e9 le 15 janvier dernier, posant les fondations avant que le programme lui-m\u00eame ne soit officiellement engag\u00e9. Il se d\u00e9roule sur douze semaines au total : huit semaines de formation intensive, puis quatre semaines de projets applicatifs. Ce s\u00e9quen\u00e7age traduit un parti pris p\u00e9dagogique clair \u2014 le terrain d’abord, la th\u00e9orie au service de la pratique, pas l’inverse.<\/p>\n\n\n\n

Prenant la parole lors de la c\u00e9r\u00e9monie, Nassima Arhab a camp\u00e9 le programme dans une perspective d’\u00c9tat. Ce programme, a-t-elle dit, \u00ab incarne l’engagement ferme de l’\u00c9tat \u00e0 investir dans les comp\u00e9tences nationales \u00bb, qu’elle a qualifi\u00e9es de \u00ab pilier fondamental pour accompagner les mutations technologiques rapides que conna\u00eet le monde d’aujourd’hui \u00bb. Elle a tenu \u00e0 pr\u00e9ciser que l’initiative ne rel\u00e8ve pas d’un seul d\u00e9partement : il s’agit selon elle \u00ab du fruit d’une coop\u00e9ration \u00e9troite entre le minist\u00e8re de la Formation et de l’Enseignement professionnels et le minist\u00e8re de l’\u00c9conomie de la connaissance, des Startups et des Micro-entreprises \u00bb, dans le cadre d’une vision strat\u00e9gique visant \u00e0 \u00ab pr\u00e9parer des comp\u00e9tences capables de s’int\u00e9grer rapidement dans l’environnement num\u00e9rique et de contribuer \u00e0 l’innovation de solutions r\u00e9pondant aux exigences du march\u00e9 \u00bb.<\/p>\n\n\n\n

Sur la m\u00e9thode, la ministre a d\u00e9crit une \u00ab approche moderne \u00bb qui place le terrain au c\u0153ur du dispositif. Les stagiaires ne seront pas cantonn\u00e9s \u00e0 des exercices acad\u00e9miques : ils travailleront directement sur des chantiers r\u00e9els, et \u00ab vivront une exp\u00e9rience professionnelle qualitative \u00e0 travers des projets concrets \u00bb. C’est l\u00e0 pr\u00e9cis\u00e9ment qu’interviennent les startups \u2014 non comme caution symbolique, mais comme cadre d’application effectif, avec acc\u00e8s aux derni\u00e8res technologies et aux mod\u00e8les d’IA les plus r\u00e9cents.<\/p>\n\n\n\n

De son c\u00f4t\u00e9, Noureddine Ouadah a situ\u00e9 l’enjeu dans une dynamique plus large. Ce programme \u00ab constitue une nouvelle brique dans le parcours visant \u00e0 relever le d\u00e9fi de l’intelligence artificielle \u00bb, a-t-il d\u00e9clar\u00e9. Il a insist\u00e9 sur ce qu’il a appel\u00e9 un travail \u00ab participatif et int\u00e9gratif \u00bb entre les deux minist\u00e8res, dont l’objectif ne se limite pas au placement professionnel. Il s’agit aussi, a-t-il pr\u00e9cis\u00e9, \u00ab d’\u00e9quiper le march\u00e9 national de comp\u00e9tences capables d’accompagner l’\u00e9volution fulgurante de l’IA \u00bb, et de donner \u00e0 ces jeunes \u00ab la possibilit\u00e9 de cr\u00e9er leurs propres entreprises, via l’incubateur d’affaires et le Centre de d\u00e9veloppement de l’entrepreneuriat \u00bb. Cette derni\u00e8re dimension a \u00e9t\u00e9 mise en acte d\u00e8s la c\u00e9r\u00e9monie. Les deux ministres ont inaugur\u00e9, dans la foul\u00e9e, le premier incubateur d’entreprises de l’Institut de Rahmania. L’espace est destin\u00e9 \u00e0 ancrer une culture entrepreneuriale aupr\u00e8s des stagiaires et dipl\u00f4m\u00e9s, \u00e0 soutenir les projets innovants et \u00e0 encourager ceux qui veulent aller au-del\u00e0 du salariat. La c\u00e9r\u00e9monie s’est conclue par une pr\u00e9sentation du programme et la remise de distinctions aux enseignants ayant contribu\u00e9 \u00e0 son \u00e9laboration \u2014 une reconnaissance qui dit quelque chose sur l’investissement humain derri\u00e8re le dispositif. Ce double lancement s’inscrit dans un agenda num\u00e9rique que le gouvernement alg\u00e9rien pousse depuis plusieurs ann\u00e9es : soutien aux startups, cadre r\u00e9glementaire assoupli pour les jeunes entrepreneurs, d\u00e9veloppement de plateformes publiques d\u00e9mat\u00e9rialis\u00e9es. Le programme d’IA vient s’y greffer avec une sp\u00e9cificit\u00e9 notable : il passe par la formation professionnelle, secteur longtemps cantonn\u00e9 aux m\u00e9tiers manuels, qu’il s’agit d\u00e9sormais de connecter \u00e0 l’\u00e9conomie de la donn\u00e9e et de l’algorithme.<\/p>\n\n\n\n
