C&rsquo;est l&rsquo;ambition que porte Alger depuis plusieurs ann\u00e9es pour la Transsaharienne : faire de cette art\u00e8re de pr\u00e8s de 10 000 kilom\u00e8tres reliant Alger \u00e0 Lagos un v\u00e9ritable corridor \u00e9conomique au service de l&rsquo;int\u00e9gration africaine. C&rsquo;est dans cet esprit que la capitale accueille lundi et mardi la 77e session du Comit\u00e9 de liaison de la Route Transsaharienne (CLRT), r\u00e9unissant les repr\u00e9sentants des six pays travers\u00e9s par cette infrastructure \u2014 la Tunisie, le Mali, le Niger, le Nigeria et le Tchad, aux c\u00f4t\u00e9s de l&rsquo;Alg\u00e9rie \u2014 ainsi que des institutions financi\u00e8res nationales et internationales et les ambassadeurs des \u00c9tats membres du Comit\u00e9. La session sera ouverte par le ministre des Travaux publics et des Infrastructures de base, Abdelkader Djellaoui.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le secr\u00e9taire g\u00e9n\u00e9ral du CLRT, Mohamed Ould Mohamedi, a pos\u00e9 le cadre dans une d\u00e9claration \u00e0 l&rsquo;APS. La r\u00e9union bi-annuelle abordera en premier lieu l&rsquo;\u00e9tat d&rsquo;avancement des travaux : la route est aujourd&rsquo;hui r\u00e9alis\u00e9e \u00e0 plus de 90 %, ce qui place le projet \u00e0 un stade d\u00e9cisif. Mais l&rsquo;infrastructure physique n&rsquo;est que le point de d\u00e9part. \u00abCon\u00e7u dans une logique d&rsquo;int\u00e9gration \u00e9conomique continentale, le projet de corridor le long de la Transsaharienne Alger-Lagos, sur pr\u00e8s de 10 000 km, vise \u00e0 valoriser cette infrastructure de transport via la facilitation du transit, du transport, du commerce et la g\u00e9n\u00e9ration d&rsquo;investissements\u00bb, a expliqu\u00e9 Ould Mohamedi. Le plan d&rsquo;action du CLRT, avec son bilan et ses perspectives, sera \u00e9galement pr\u00e9sent\u00e9 au cours de ces deux jours de travaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La route principale s&rsquo;\u00e9tend sur 4 500 kilom\u00e8tres d&rsquo;Alger \u00e0 Lagos. Elle est compl\u00e9t\u00e9e par plusieurs ramifications : de Gharda\u00efa \u00e0 Tunis sur 2 000 kilom\u00e8tres, de Bamako \u00e0 Tamanrasset sur 2 500 kilom\u00e8tres, et de Zinder, au Niger, \u00e0 Ndjamena sur 2 200 kilom\u00e8tres. Ensemble, ces axes desservent une population estim\u00e9e \u00e0 plus de 400 millions d&rsquo;habitants, r\u00e9partis dans des zones souvent enclav\u00e9es et d\u00e9pendantes de routes commerciales longues et co\u00fbteuses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>L&rsquo;Alg\u00e9rie prolonge l&rsquo;effort jusqu&rsquo;au Tchad<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;engagement alg\u00e9rien dans ce projet ne date pas d&rsquo;hier. La Transsaharienne a \u00e9t\u00e9 initi\u00e9e par Alger \u00e0 la fin des ann\u00e9es 1960 sous le nom de \u00abRoute de l&rsquo;Unit\u00e9 africaine\u00bb. Mais cet engagement vient de franchir un nouveau palier. En mai dernier, le pr\u00e9sident de la R\u00e9publique Abdelmadjid Tebboune a ordonn\u00e9, lors d&rsquo;une r\u00e9union du Conseil des ministres, la prise en charge par des entreprises alg\u00e9riennes de deux tron\u00e7ons restants de la Transsaharienne sur le territoire tchadien. \u00abL&rsquo;Alg\u00e9rie est en cours de prise en charge du tron\u00e7on de la Transsaharienne au Tchad, sur instruction du pr\u00e9sident de la R\u00e9publique, dans le but de hisser les \u00e9changes \u00e9conomiques et commerciaux entre les deux pays\u00bb, a pr\u00e9cis\u00e9 le secr\u00e9taire g\u00e9n\u00e9ral du CLRT. Une d\u00e9cision qui illustre la lecture alg\u00e9rienne de l&rsquo;int\u00e9gration africaine : ne pas attendre que les voisins finissent, mais aller compl\u00e9ter ce qui manque.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;enjeu de la transformation de la route en corridor \u00e9conomique est concret. Pour les pays du Sahel enclav\u00e9s, l&rsquo;acc\u00e8s aux ports alg\u00e9riens via la Transsaharienne repr\u00e9sente un gain logistique consid\u00e9rable. \u00abL&rsquo;int\u00e9r\u00eat du d\u00e9veloppement d&rsquo;un corridor \u00e9conomique le long de la Transsaharienne doit permettre de faciliter les \u00e9changes commerciaux avec les pays enclav\u00e9s du Sahel et de leur faire \u00e9conomiser jusqu&rsquo;\u00e0 deux semaines sur le transport de marchandise en passant par les ports alg\u00e9riens par rapport \u00e0 leur passage par les ports d&rsquo;Afrique de l&rsquo;Ouest\u00bb, a chiffr\u00e9 Ould Mohamedi. Deux semaines sur un acheminement de marchandises, dans des \u00e9conomies o\u00f9 les co\u00fbts de transport p\u00e8sent lourd sur la comp\u00e9titivit\u00e9, c&rsquo;est un argument de poids.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au-del\u00e0 du transit, le corridor devrait permettre l&rsquo;installation de zones d&rsquo;activit\u00e9s \u00e9conomiques et de projets industriels le long de la route, et le d\u00e9veloppement du secteur touristique dans les r\u00e9gions travers\u00e9es. L&rsquo;int\u00e9r\u00eat de ce projet co\u00efncide, selon le secr\u00e9taire g\u00e9n\u00e9ral du CLRT, avec la dynamique impuls\u00e9e par le lancement de la Zone de libre-\u00e9change continentale africaine (ZLECAF), dont l&rsquo;Alg\u00e9rie est partie prenante et qu&rsquo;elle entend utiliser comme levier pour renforcer son ancrage \u00e9conomique en Afrique subsaharienne.
